जमीन का अधिकार व खामियां

गैर-कृषि कार्य के लिए अधिग्रहीत की गई जमीन के लिए किसानों को दिए जाने वाले मुआवजे का मामला एक बार फिर चर्चा में है। इस बार यह मामला उत्तर प्रदेश में नोएडा-आगरा एक्सप्रेसवे का है। सड़क परियोजना और सहायक परियोजनाओं पर रकम झोंक चुकेनिवेशक घबराहट के साथ राज्य सरकार व किसानों के बीच चल रहे गतिरोध के नतीजे का इंतजार कर रहे हैं और कांग्रेस समेत विपक्षी राजनीतिक पार्टियां अशांत क्षेत्रों में मुद्दे को उभार रही हैं।



पश्चिम बंगाल के सिंगुर और लालगढ़ में हुई हिंसा की घटनाओं ने देश भर में किसानों की जागरूकता में इजाफा किया है। हिंसक विरोध के जरिए सिंगुर के जमीन मालिकों ने जमीन का हस्तांतरण रोक दिया था। लालगढ़ में विरोध के कारण अधिग्रहण रुक गया। किसानों की तथाकथित जीत के बाद सिंगुर के किसानों के पास जमीन नहीं बची और लालगढ़ के किसान भी मौद्रिक रूप से बेहतर स्थिति में नहीं हैं।



दूसरी ओर, नोएडा-आगरा एक्सप्रेसवे के लिए जमीन अधिग्रहण का विरोध करने वाले किसानों ने स्पष्ट तौर पर कहा है कि अगर उन्हें ज्यादा मुआवजा मिले तो वे अपनी जमीन त्याग सकते हैं। ऐसे में समाधान संभव है। संघर्षरत किसान उतना ही मुआवजा चाहते हैं जितने की राज्य के दूसरे हिस्से में किसानों के सामने पेशकश रखी गई है। राजनीतिक पार्टियों ने किसानों के मुद्दे उठाने और उनकी इच्छा के मुताबिक मुआवजा दिलाने का वादा किया है।



यदि वे कामयाब होते हैं तो यह निश्चित रूप से मौजूदा सरकार के लिए खराब होगा। या तो इससे सरकारी खजाने को अपूरणीय क्षति होगी या किसानों के बीच संदेश जाएगा कि अधिग्रहीत जमीन के बदले सरकार किसानों को सही कीमत नहीं देती। कुछ पार्टियों ने संकेत दिया है कि ऐसे अधिग्रहण के जरिए राज्य रकम बना रहा है क्योंकि इस जमीन को वह निजी डेवलपर्स को कई गुना ज्यादा कीमत पर हस्तांतरण करता है।



ये डेवलपर एक्सप्रेसवे के किनारे योजना के मुताबिक टाउनशिप का विकास करेंगे। चूंकि डेवलपर वह कीमत चुकाने को तैयार हैं तो इसका मतलब यह है कि उस जमीन की बाजार कीमत निश्चित रूप से ज्यादा है जो कि किसानों को मिल रही है, निश्चित तौर पर राज्य बुनियादी ढांचे के विकास के लिए रकम इकट्ठा कर रहा है, जिससे जमीन की कीमत में इजाफा होगा।



समस्या यह है कि जमीन अधिग्रहण की प्रक्रिया हमेशा से रहस्यमय रही है। कोई भी सरकार यह नहीं बताती कि इस जमीन का अधिग्रहण क्यों हो रहा है, दूसरी का क्यों नहीं। राजनेताओं व उनके परिजनों द्वारा स्थानांतरित जमीन में मालिकाना हक का वितरण किस तरह से हुआ, जमीन को विकसित करने की लागत क्या है और इस अधिग्रहण से राज्य को कुल मिलाकर क्या फायदा होगा।



दुर्भाग्य से, विभिन्न सरकारों ने लगातार नागरिकों के जमीन के अधिकार को कमजोर किया है और बुद्धिजीवियों की पीढ़ी ने इसे समर्थन दिया है। इसका मतलब यह है कि किसान जो चाहते हैं वह उन्हें सिर्फ हिंसक संघर्ष के जरिए ही मिल सकता है और इसमें कुछ किसान मारे भी जा सकते हैं।



चाहे पश्चिम बंगाल हो या उत्तर प्रदेश, या चाहे वामपंथी सरकार हो या जातिवादी सरकार, इसमें अद्भुत समानता है कि सरकारें किस तरह का व्यवहार करती हैं जब उन्हें नागरिकों के ऊपर बिना शर्त ताकत दे दी जाती है।

Tappal U.P, 20th Aug: A massive Kisan Panchayat (Farmers Meeting) led by BKU (Bhartiya Kisan Union) was held on the 20th in Tappal village (near Aligarh) in U.P. This was the culmination of the ongoing farmers protests in UP over unfair land acquisition by the government for the Jaypee industries destined for the Yamuna Expressway as well as the construction of a township and other private real estate development. The main and urgent demand of the farmers was to increase the rate of compensation from the originally stipulated Rs 470 Rs per square meter to 880 Rs per Sq meter which was the same rate given to farmers during the construction of Greater Noida near Delhi. More than 15,000 farmers attended the panchanyat and others arrived from across the country. The general secretary of the Congress Party Mr Rahul Gandhi also arrived at the meeting site and assured the farmers that the congress party was on the side of the farmers just struggle. Mr Digvijay Singh, the chief minister of M.P. also attended and assured the same.




Mr Tikait, as the leader of BKU has warned the government that "if the government continues to play the role of a "broker" or property dealer between private industries and farmers then they will have to face the retaliation and discontent of the farmers." He further urged the farmers and warned the government that " Unless farmers demands are taken into consideration, they will not let the Yamuna expressway work carry on in U.P". In the U.P case they had stipulated a price of around 450 per sq meter as compensation to the farmers while they were further going to sell off the land for about 6000 Rs per sq feet. The farmers clarified that they were not against land acquitted for highway construction and other public oriented reasons.However the forcible land grabbing at unjust rates will not be tolerated for the construction of farm houses, malls and other useless reasons or what the farmers call the colonization of the countryside. Furthermore there needs to be a permanent ban on the acquisition of fertile agricultural land for anything but agriculture. The government should stop trying to play mediator for the private industries and that too using violence and the state security forces.



Farmers contended that the latent Land Acquisition Bill first tabled in 2007 needs to be turned into a legislation that will represent the farmers interests. Farmers organizations and peoples movements need to be involved in the rewriting of this bill. The Aligarh protests that resulted in the death of 3 people is not an isolated case, already many land grabbing related violent protests have broken out in the past in Noida where 6 farmers died, then the brutal repression of peasants in Singur are just a few to mention. In order to tackle this problem and unfair grabbing of community lands there needs to be a comprehensive legislation across the nation and on which is formulated with ample involvement and participation of farmers, tribals and others whose land is being grabbed. A commission should also be set up that will ensure that the rights of India's people are not stepped over and their redresses are addressed in such cases. In its current form the Land acquisition bill facilitates giving over land to big corporations for mining, dams, SEZs.



Taking farmers land away from them is a serious crime against humanity. On the one hand it threatens the livelihoods and sustenance of people who depend on the land. On the other hand it condemns many to hunger and destitution. In a country where hunger and poverty are rising social disasters, using land for anything else but growing food and putting farmers at an existential insecurity is unethical and unacceptable to the farmers movements.

अलीगढ़: यमुना एक्सप्रेस वे के बराबर में जेपी ग्रुप की मॉडल टाउनशिप के लिए भूमि अधिग्रहण को लेकर धधक रही आंदोलन की आग उस समय और भड़क उठी जब वेस्ट यूपी और उत्तरांचल से हजारों की संख्या में टप्पल स्थित धरना स्थल पर पहुंचे किसानों ने एक सुर से यह हुंकार भरी कि वह जान दे देंगे लेकिन अपनी कीमती जमीन मिट्टी के मोल नहीं देंगे। मुजफ्फरनगर से टप्पल पहुंचे भाकियू के सर्वमान्य किसान नेता चौ. महेंन्द्र सिंह टिकैत ने भी आर-पार की लड़ाई का ऐलान करते हुए कहा कि किसानों की मांगें पूरी होने से पहले एक्सप्रेस वे पर कोई काम नहीं होने दिया जाएगा। मध्य प्रदेश के पूर्व मुख्यमंत्री दिग्विजय सिंह ने कहा कि किसानों को अपनी जमीन खुद बेचने का अधिकार मिलना चाहिए। यूपी कांग्रेस विधानमंडल दल के नेता प्रमोद तिवारी ने कहा कि यूपी की बसपा सरकार कमीशन एजेंट की तरह काम कर रही है, जिसे किसी भी कीमत पर बर्दाश्त नहीं किया जा सकता। इस तरह एक के बाद एक जो भी नेता मंच पर आया उसने मायावती सरकार और जेपी ग्रुप पर निशाना साधा। सुबह से ही धरना स्थल पर किसानों के पहुंचने का सिलसिला शुरू हो गया जो अनवरत दोपहर बाद तक चलता रहा। हजारों की संख्या में किसान बिना किसी बुलावे के धरना स्थल पर पहुंच रहे थे। हर कोई इस धरना सभा में अपनी भागीदारी सुनिश्चित करना चाहता था। कांग्रेस के पूर्व सांसद चौ. विजेन्द्र सिंह, एमएलसी विवेक बंसल पहले से ही वहां मौजूद थे। प्रात: लगभग 11 बजे धरना सभा की विधिवत शुरुआत ताहरपुर गांव के बुजुर्ग किसान रामचन्द्र की अध्यक्षता एवं सर्वदलीय किसान संघर्ष समिति के अध्यक्ष मनवीर सिंह तेवतिया के संचालन में हुई। मथुरा के विधायक प्रदीप माथुर, आगरा के छीतर सिंह, पूर्व मंत्री सरदार सिंह, इगलास के महेन्द्र सिंह, हाथरस के रतन सिंह व अलीगढ़ के अजब सिंह आदि ने यूपी की मायावती सरकार को हत्यारी सरकार की संज्ञा देते हुए उसे बर्खास्त करने की मांग की। इसी बीच कांग्रेस नेताओं का काफिला धरना स्थल पर पहुंचा। इसमें पूर्व मुख्यमंत्री दिग्विजय सिंह, प्रमोद तिवारी, मुजफ्फरनगर के सांसद हरेन्द्र मलिक, नसीब पठान आदि शामिल थे। इन सभी नेताओं ने किसानों को भरोसा दिलाया कि सोनिया गांधी एवं राहुल गांधी के निर्देश पर वह यहां आए हैं और किसानों को उनका हक दिला कर ही दम लेंगे। इन नेताओं के जाने के बाद चौ. महेंद्र सिंह टिकैत पचास गाडि़यों के काफिले के साथ वहां पहुंचे। उनके साथ राकेश टिकैत एवं चन्द्रपाल फौजी भी थे

किसानों को गुस्सा क्यों आता है!

नई दिल्ली [उमेश चतुर्वेदी]। सदियों से कृषि प्रधान देश के तौर पर जाने-जाते रहे देश की सबसे बड़ी विडंबना यही रही है कि जब वोटों की बात आती है तो पूरी की पूरी राजनीति किसानों और गरीबों के नाम पर की जाती है, लेकिन जब नीतिया बनाकर उसे लागू करने का वक्त आता है तो जनता के जरिए चुनी गई अपनी लोकतात्रिक सरकारें भी किसानों के हितों की अनदेखी करने लगती हैं।
प्रेमचंद के गोदान का किसान अपने साथ होने वाले अन्याय का प्रतिकार करने की बजाय इसे अपनी नियति स्वीकार करते हुए पूरी जिंदगी गुजार देता था, लेकिन आज का किसान बदल गया है। अब वह अपनी जमीन के लिए सरकारों तक से लोहा लेता है। कई बार अपना खून बहाने से भी नहीं चूकता। इसका ताजा उदाहरण अलीगढ़ में यमुना एक्सप्रेस-वे के खिलाफ हो रहा हिंसक आदोलन है, जिसमें चार किसानों को अपनी जान गंवानी पड़ी है।
उत्तर प्रदेश में यह पहला मौका नहीं है, जब किसानों ने अपना खून बहाया है। मुआवजे की माग को लेकर इसी साल ग्रेटर नोएडा में भी हिंसक प्रदर्शन हो चुका है। पश्चिम बंगाल के सिंगूर और नंदीग्राम में हिंसक विरोध के बाद यह पहला बड़ा किसान आदोलन है, जिसमें अपनी जमीन के लिए किसानों को अपना खून बहाना पड़ा है।
आखिर किसान इतना उग्र क्यों होता जा रहा है कि उसे खून बहाने से भी हिचक नहीं हो रही है? गंभीरता से ध्यान दिया जाए तो इसके पीछे दो वजहें नजर आती हैं। एक का रिश्ता खेती की पारंपरिक संस्कृति और पारिवारिक भरण-पोषण से है, वहीं दूसरी आज की व्यापार व व्यवसाय प्रधान उदार वैश्विक अर्थव्यवस्था है।
उदारीकृत अर्थव्यवस्था के चलते हमारे शासकों और नीति नियंताओं को विकास की राह सिर्फ व्यावसायिकता के ही जरिये नजर आ रही है। बड़े-बड़े स्पेशल इकोनामिक जोन [सेज] और माल बनाने के लिए जमीनों का अधिग्रहण सरकारों को सबसे आसान काम नजर आ रहा है। जमीनों का अधिग्रहण अति महानगरीय या नगरीय हो चुके दिल्ली-मुंबई जैसे शहरों के आसपास के गावों के किसानों को भले ही चेहरे पर मुस्कान लाने का सबब बनता है, लेकिन हमारे देश का आम किसान आज भी पारंपरिक तौर पर अपनी जमीन से ही प्यार करने वाली मानसिकता का है। उसे लगता है कि अधिग्रहण के बाद जब जमीन उसके हाथ से निकल जाएगी तो उसके सामने भूखे मरने की नौबत आ जाएगी।
वैसे भी नोएडा से अलीगढ़-हाथरस होते हुए आगरा तक के किसानों के पास औसतन एक हेक्टेयर जमीन ही है। इस जमीन के अधिग्रहण के बाद उन्हें भले की एकमुश्त रकम मिल जाए, लेकिन उन्हें पता है कि इतनी कम जमीन होने के बावजूद वे कम से कम भूखे नहीं मर सकते। कुछ यही सोच नंदीग्राम और सिंगूर के किसानों की भी रही है।
तीन साल पहले सेज के खिलाफ महाराष्ट्र के रायगढ़ के किसानों ने जनमत के जरिये प्रस्ताव पारित किया था तो उसके पीछे भी अपनी माटी से बिछुड़ने और अपनी रोजी-रोटी पर भावी संकट की आशका सबसे ज्यादा थी। रायगढ़ में खूनी संघर्ष भले ही नहीं हुआ, लेकिन सिंगूर और नंदीग्राम ने तो भारतीय इतिहास की धारा में नए ढंग से हस्तक्षेप ही कर दिया है, जिसकी आच आज तक महसूस की जा रही है।
यमुना एक्सप्रेस-वे का आदोलन भी कुछ उसी दिशा में जा रहा है। वैसे आज भी अंग्रेजों के बनाए भूमि अधिग्रहण कानून 1894 के ही चलते देशभर में भूमि अधिग्रहण किया जाता है। इसके साथ उसी दौर के 17 दूसरे कानूनों का भी इस सिलसिले में सरकारें इस्तेमाल करती हैं। ये कानून सरकारों को यह आजादी देते हैं कि वे जब चाहें, जैसे चाहें, जहा चाहें जमीन का अधिग्रहण कर सकती हैं।
ब्रिटिश हुकूमत के दौर में सरकार व्यापारियों की रक्षा के लिए इस कानून का इस्तेमाल करती थी और आज हमारी लोकतात्रिक सरकारें इसी कानून की आड़ लेकर कारपोरेट घरानों की लठैत बन गई हैं। इसके तहत सरकार के लिए सिर्फ दो अनिवार्य शर्त है। पहली शर्त भूमि अधिग्रहण से पहले उसे कम से कम दो अखबारों में इसकी सूचना देनी होगी और दूसरी जमीन से बेदखल हो रहे किसानों का पुनर्वास करना होगा, जिसमें जमीन का मूल्य, नई जगह विस्थापन आदि शामिल है।
सबसे बड़ा गड़बड़झाला यह होता है कि सरकारें एक निश्चित दर पर किसानों से जमीनों का अधिग्रहण कर लेती हैं, जो औना-पौना ही होता है। फिर उसे औद्योगिक घरानों और बिल्डरों को ऊंची कीमत या कई बार बाजार भाव पर बेच देती हैं। उत्तर प्रदेश में यमुना एक्सप्रेस-वे के लिए 1550 हेक्टेयर जमीन का अधिग्रहण किया जा रहा है। इसके तहत छह जिलों गौतमबुद्ध नगर, बुलंदशहर, अलीगढ़, महामाया नगर [हाथरस], मथुरा और आगरा के 1187 गावों को यमुना एक्सप्रेस-वे औद्योगिक विकास प्राधिकरण के तहत अधिसूचित किया गया है।
जाहिर है इन गावों की अधिग्रहीत की गई जमीन पर सिर्फ सड़क ही नहीं बनेगी, बल्कि उसके आसपास औद्योगिक केंद्र और कालोनिया भी बसाई जाएंगी। जाहिर है, इन गावों के हजारों लोग या तो विस्थापित होंगे या फिर खेती-बारी से महरूम हो जाएंगे, लेकिन बिडंबना देखिए कि इन गावों के विकास के लिए अभी तक मास्टर प्लान तक नहीं बनाया गया है। खुद इसकी तस्दीक मौजूदा विधानसभा में राज्य की मुख्यमंत्री मायावती ने की है। यहा मुआवजे की दर पहले 121 रुपये प्रति वर्गमीटर की दर से तय की गई और बाद में दबाव देखते हुए इसे 570 रुपये तक किया गया, लेकिन किसानों की माग है कि इसे नोएडा की तरह 880 रुपये प्रति वर्ग मीटर कर दिया जाए। इसी बिंदु पर जाकर मामला गड़बड़ हो गया है।
इन अधिग्रहणों का चाहे लाख विरोध किया जाए, लेकिन सबसे बड़ी बात यह है कि कानूनी तौर पर सरकारें इस विरोध को मानने के लिए बाध्य नहीं है। इस सिलसिले में ग्रामीण विकास मंत्रालय में सचिव रह चुके पूर्व अधिकारी केबी सक्सेना का कहना है कि किसानों के सामने सरकारी मनमानी को सहने और अपनी जमीन से बेदखल होने के अलावा दूसरा और कोई चारा नहीं बचता।
साफ है कि चाहे कितना भी खूनी विरोध क्यों न हो, सरकारी मनमानी के आगे किसान लाचार हैं। व्यापारी चाहे तो दबाव बनाकर किसानों की जमीनें हथिया सकता है और प्रोग्रेसिव होने के नाम पर सरकारें उनके हितों की रक्षा करती रहेंगी। इन अधिग्रहणों से एक और सवाल यह उठता है कि क्या हमारी भोजन की जरूरतें कम हो गई हैं।
आखिर जमीनों के लगातार अधिग्रहण के बाद हर साल बढ़ रही लगभग दो करोड़ की जनसंख्या को कैसे खिलाया जा सकेगा? जबकि औद्योगीकरण और बसावट के लिए खेती योग्य जमीन में 17 प्रतिशत की कमी आ गई है। उत्तर प्रदेश को ही लें, जहा कुल अनाज उत्पादन पिछले कई सालों से सिर्फ चार लाख टन पर ही अटका हुआ है, लेकिन जनसंख्या में बढ़ोतरी जारी है। दिलचस्प बात यह है कि भोजन की शर्त पर हो रहे इस विकास का विरोध सिवा शरद यादव के और कोई राजनेता करता भी नहीं दिख रहा है।
वैसे अधिग्रहणों पर हो रहे खूनी विवादों की तरफ ध्यान देते वक्त हमें एक नजर गुजरात की ओर भी उठाकर देखनी चाहिए। सिंगूर से टाटा को गुजरात जाना पड़ा और वहा अधिग्रहण को लेकर कोई विरोध नहीं हुआ। इसकी एक बड़ी वजह यह रही कि गुजरात में सरकार जमीन अधिग्रहण नहीं करती, बल्कि औद्योगिक घराने खुद ही जमीन तय करते हैं और सीधे किसानों से जमीन खरीदते हैं।
जाहिर है, इसके लिए उन्हें बाजार की दर से कीमत चुकानी पड़ती है, इसलिए विवाद की गुंजाइश कम हो जाती है। अधिग्रहण के पीछे जमीनों का उपजाऊपन भी विवाद की बड़ी वजह बनता है। यह भी तय है कि गुजरात की जमीन से कई गुना उत्तर प्रदेश की जमीन उपजाऊ है। जाहिर है, यहा किसानों की रोजी-रोटी का कहीं बड़ा आधार जमीन ही रही है। और अपनी उपजाऊ माटी को किसान आसानी से छोड़ना नहीं चाहता।
ऐसे में होना तो यही चाहिए कि किसानों के हितों को ध्यान में रखते हुए भूमि अधिग्रहण कानूनों में संशोधन किया जाए। ऐसा कानून संसद के बजट सत्र में राज्यसभा पारित भी कर चुकी है, लेकिन बेहतर होता कि सरकार इसे जल्द से जल्द लोकसभा से भी पारित करवाती ताकि किसानों की कीमत पर विकास की गाड़ी न दौड़ सके। यह हमारे विकास के लिए जितना जरूरी है, उतना ही सामाजिक सद्भाव के लिए।

Thousands of farmers converged at Tappal, the epicentre of their agitation against inadequate compensation for the Yamuna Expressway land, to listen to Bharatiya Kisan Union (BKU) chief Mahendra Singh Tikait Friday, but the ageing veteran's lacklustre speech failed to enthuse the crowds.

Tikait's name drew more than 15,000 farmers at the dharna site. Looking frail and weak, not merely because of ageing, but also on account of recent illness, Tikait arrived late and spoke for barely six minutes, urging farmers to continue their agitation until their demand was fulfilled.

'I am confident that the government will eventually concede your demand which is absolutely legitimate; stick to your guns and the victory will be yours,' he told the crowds.

Urging the farmers to remain united, he said, 'You must also not allow any construction activity to take place on any part of the Yamuna Expressway until your rightful compensation is paid to you.'

Reiterating the unanimous demand of farmers drawn from different areas in Aligarh, Mathura, Agra and Bulandshahr, he declared, 'I see no reason why the state government will not give you the compensation that it has given to your counterparts in Noida and Greater Noida.'

Tikait's son, Rajesh chose not to address the gathering.

Earlier in the day, Congressmen, led by former Madhya Pradesh chief minister and All India Congress Committee (AICC) general secretary Digvijay Singh, visited the site of the 'dharna' at Tappal to reassure farmers of the party's full support.

'I am going to speak to the prime minister and we hope to find a permanent solution to the issue of adequate compensation for land acquired for public purposes,' Singh told the gathering.

TAPPAL (ALIGARH): After their protest lost the fizz, farmers in Aligarh are now reorganising themselves under the leadership of the Bhartiya Kisan Union (BKU).

BKU president Mahendra Singh Tikait will visit Tappal on August 20 along with his supporters. He is expected to announce formation of a Kisan Sangharsh Samiti (KSS) comprising farmer representatives from all the districts -- Agra, Mathura and Aligarh -- affected by Yamuna Expressway and associated townships -- to launch a joint struggle for compensation at par with what has been paid to farmers in Noida and Greater Noida.

"Tikait saheb (Mahendra Singh Tikait) will visit Meerut and Agra on August 19 and will reach Tappal on August 20," Rakesh Tikait, son of BKU president, told TOI on telephone. He said BKU will bring farmers of all the affected regions under one umbrella for a combined struggle. "Since Tikait saheb is not keeping well, he will leave after addressing the farmers and then KSS will decide the future course of action," he added.

Meanwhile, the BKU leaders moved swiftly in Aligarh and took charge of the agitation in Tappal on Wednesday after the unceremonious exit of farmer leader Ram Babu Katelia. They also formed a 61-member committee comprising farmers from the villages affected by the expressway project. Besides seeking high compensation for the acquired land, farmers also demanding action against police personnel who fired at farmers on August 14.

"BKU will bring 100 buses full of farmers from all over the state to Aligarh for a massive demonstration," announced BKU national general secretary Rajpal Sharma, while addressing farmers at Tappal. BKU Aligarh divisional president Chaudhary Ajab Singh said the government wants us to divide on caste, communal and political lines but KSS will be a apolitical body and work on the basis of consensus and not depend on any individual.

However, the number of farmers at the demonstration site in Tappal dwindled on Wednesday. Only about 200 people were seen on the spot and they too looked dejected. Majority cursed Katelia for `sabotaging' the movement. Katelia was leading the agitation and was arrested on August 14. That led to largescale violence in which three persons were killed in police firing. While in custody, he reached an agreement with the government. According to the agreement, the compensation was increased to Rs 5.70 lakh per bigha from Rs 4.49 lakh. Further, the farmers would not be forced to part with their land. Farmers, however, rejected the agreement and forced Katelia to leave.

Surendra Singh Baliyan, a local farmer leader, claimed: "In Jewar, the compensation given to the farmers for the land acquired is Rs 8.80 lakh per bigha, in Noida Rs 9.30 lakh per bigha and in Greater Noida Rs 9.80 lakh per bigha, whereas here we have been offered Rs 5.70 lakh per bigha. The discrimination is being done despite the land here being more fertile."

Shyam, another farmer, said: "Like in Haryana, the UP government should also enact a law which makes the compensation rate equal all over the state with a provision that the company benefiting from the acquisition will pay a certain monthly amount to the farmer as his share for 15 years." Surja Devi from Jahangarh village supported the idea. "If you will give money in one instalment, the men here will spend it on drinking and gambling," she said.

Anil Kumar, pradhan of Virja Nagla village, hailing from jatav community (dalit), claimed that contrary to media reports there was no division on caste or communal lines on the issue of compensation. "The 14-year-old boy Prashant who died in police firing on August 14 was a brahmin, 12-year-old Mohit who fell to police bullet was a jatav and the third victim, 25-year-old Dharmendra, was a jat. We all have made sacrifices for the land which is our mother," he said.

However, politics was in play despite farmers' attempt to keep their agitation apolitical. Virendra Singh, former Aligarh MP, hailing from Congress party, spoke on how "deeply concerned were Soniaji and Rahulji over atrocities on UP farmers." Shemsher Singh Surgewal, a leader of Congress party's subsidiary Bhartiya Kisan Congress, came from Haryana to pledge his organisation's support to the agitation. Congress leader from Nagpur, Avenesh Kakar, exhorted farmers to take to streets and stall work in cities. "The government and the rich will react only when you will hit their city life," he said.

Present position

* 11 villages affected by Yamuna Expressway in Aligarh. 171 hectares of land was acquired for the under-construction expressway. The compensation was between Rs 3.36 and Rs 4.16 lakh per bigha.

* Now, 50 metres of land on both sides of the expressway is being taken to construct the support base. The total land being acquired for this purpose comes is around 171 hectares.

* Farmers who have given their land on which construction is underway are the worst hit as they have already taken the money and now cannot get their land back even if they repay.

* 512 hectares of land is being acquired for construction of township. This is affecting six villages. Further, 48 hectares of land will be required for the construction of `inter-change lane'.

* As per farmers' estimate, they will get Rs 22 lakh as compensation for five bigha land at the current rate, whereas after construction of township, the company will reap a profit of Rs 6.20 crore.

* Crops sown in Aligarh include kharif, paddy, sugarcane, potato, wheat, pulses, bajra among others. West UP farmers are comparatively better off in comparison to those in east UP.

Minister Jaiveer Singh is also MLA from Barauli in Aligarh. Former chief minister Kalyan Singh's daughter-in-law Premvati is MLA from another Aligarh assembly constituency -- Atrauli.

Kalyan visits Tappal:

Former chief minister Kalyan Singh has demanded a CBI inquiry into the police firing on the agitating farmers in Tappal on August 14. Addressing farmers at the demonstration site in Tappal on Wednesday, he said the CBI should also probe under which circumstances the state government decided to construct the Yamuna Expressway and the Ganga Expressway. "The two projects are environment hazards and have been allotted to same group of business house," he claimed. Singh, who arrived in a cavalcade of over a dozen SUVs, said the expressway is only for the `badi gadi wale dhani' (rich who travel on expensive four-wheelers) and not for `kisan ki bail gadi' (farmers' bullock-cart). The township is also for the rich. He demanded amendment in the Land Acquisition Act. He also demanded a compensation of Rs 20 lakh who died in the police firing, Rs 10 lakh for seriously injured and Rs 5 lakh for injured. He cautioned farmers to remain alert. "Those in power have taken heavy commission from the company constructing the expressway, hence the former will try every trick to cheat the farmers," he said.

No action against SO; farmers irked:

The man in the centre of the controversy, station officer Tappal, Udai Veer Malik, continues in office despite farmers blaming him for ordering fire at them on Saturday. While top officials of the district including the DM and SSP have been transferred, Malik continues on his post. Neither any senior official nor Malik was available for comment.

Muzaffarnagar, Aug 19 (PTI) In a move to extend its support to the farmers protesting over hike in compensation for land acquired for a township along Taj Expressway, Bhartiya Kisan Union will take out a march from Sisauli to Tappal tomorrow. "The march will be led by party president Mahendra Singh Tikait. Later a panchayat will be organised at Tappal. We will decide about the future course of action in the panchayat only," BKU spokesman Rakesh Tikait told reporters yesterday. Meanwhile, the BKU activists have been asked to reach Sisauli here in the district after which Tikait alongwith his supporters would leave for Tappal in Aligarh. The farmers of the area have been on a path of agitation demanding higher compensation rate for the land acquired for a township project by a leading real estate group along the Delhi-Agra Taj Expressway.

Researchers in the US have found new evidence that genetically modified crop plants can survive and thrive in the wild, possibly for decades.

A University of Arkansas team surveyed countryside in North Dakota for canola. Transgenes were present in 80% of the wild canola plants they found. They suggest GM traits may help the plants survive weedkillers in the wild.

"We found herbicide resistant canola in roadsides, waste places, ball parks, grocery stores, gas stations and cemeteries," scientists related in their Ecological Society presentation.

The majority of canola grown in North Dakota has been genetically modified to make it resistant to proprietary herbicides, with Monsanto's RoundUp Ready and Bayer's LibertyLink the favoured varieties. These accounted for most of the plants found in the wild.

Two of the plants analysed contained both transgenes, indicating that they had cross-pollinated.

** This is thought to be the first time that communities of GM plants have been identified growing in the wild in the US.

What surprised the Arkansas team was how ubiquitous the GM varieties were in the wild. "We found the highest densities of plants near agricultural fields and along major freeways," Professor Sagers told BBC News. "But we were also finding plants in the middle of nowhere - and there's a lot of nowhere in North Dakota."
