टोल टैक्स के खिलाफ भाकियू ने भरी हुंकार

मेरठ, जागरण संवाददाता : नेशनल हाईवे-58 पर एक जनवरी से प्रस्तावित टोल टैक्स की वसूली का विरोध और चीनी मिलों से किसानों को इंसेंटिव दिलाने के लिए भाकियू ने फिर हुंकार भरी है। सोमवार को कलक्ट्रेट पर सांकेतिक धरना देकर चेतावनी दी कि जब तक हाईवे पर ओवर ब्रिज, लिंक रोड और अन्य निर्माण पूरे नहीं होंगे तब तक टैक्स वसूली नहीं होने देंगे।




जिलाध्यक्ष रविन्द्र दौरालिया के नेतृत्व में भाकियू ने कलक्ट्रेट पर धरना देते हुए कहा कि हाईवे पर निर्माण कार्य अधूरा है, इसके बावजूद यहां एक जनवरी से टोल टैक्स वसूलने की तैयारी की जा रही है। ऐसा हुआ तो भाकियू बैरियर का तमाम सामान उठाकर फेंक देगी। उन्होंने स्थानीय नागरिकों को टोल टैक्स से मुक्त रखने, सिवाया, दौराला, मटौर के लिए सड़कें बनवाने तथा दुल्हैड़ा, जिटौली, सिवाया, मटौर, वलीदपुर, लोहिया आदि गांवों की मुआवजा राशि 1800 रुपये प्रति वर्ग गज करने की मांग उठायी। महासचिव सतवीर जंगेठी ने कहा कि जिस समय गन्ना मूल्य 205-210 रुपये कुंतल घोषित किया गया था, चीनी 2700 रुपये कुंतल थी। अब चीनी 3200 रुपये कुंतल हो गई है, लिहाजा किसानों को इंसेंटिव मिलना चाहिए। गत वर्ष मिलों ने स्वेच्छा से गन्ना मूल्य के अतिरिक्त सौ रुपये कुंतल तक इंसेंटिव दिया था। इस बार भी इंसेंटिव मिलना चाहिए। यह मांग पूरी न हुई तो किसान मिलों को गन्ने की आपूर्ति बंद कर देंगे।



धरना, प्रदर्शन के बाद मुख्यमंत्री के नाम संबोधित ज्ञापन सिटी मजिस्ट्रेट प्रवीण मिश्र को सौंपा गया, जिसमें चीनी मिलों से गत वर्षो का अवशेष बकाया भुगतान कराने, गन्ना मूल्य 231-236 रुपये दिलाने, क्रय केन्द्रों पर घटतौली रोकने, जंगेठी में जर्जर शहीद रोड का निर्माण कराने, ईओ दौराला को हटाने व दौराला में बिना मीटर लगाए कई-कई हजार के बिजली बिल भेजने पर रोक लगाने की मांग की गई। मांगें पूरी न होने पर आंदोलन तेज करने की चेतावनी दी गई।

बागपत। भारतीय किसान यूनियन के कार्यकर्ताओं ने किसानों की समस्याओं को लेकर एक ज्ञापन उप जिलाधिकारी रामअवतार को सौंपा। भाकियू ने गन्ने का मूल्य 300 रुपये प्रति कुंतल करने की मांग की है।




भाकियू कार्यकर्ता जिलाध्यक्ष प्रताप सिंह गुर्जर के नेतृत्व में उपजिलाधिकारी से मिले और मांगों का ज्ञापन सौंपा। ज्ञापन में भाकियू ने कैबिनेट मंत्रियों द्वारा बैठक करके लागत मूल्य का लाभांश पचास प्रतिशत से बढ़ाकर दिया जाने की संस्तुति की जाए, केंद्र द्वारा गठित हरियाणा के मुख्यमंत्री भूपेंद्र सिंह हुड्डा की अध्यक्षता में गेहूं का लागत मूल्य 1200 रुपये प्रति कुंतल आया है। जिसका लाभांश 600 रुपये कुंतल लाभांश जोड़कर 1800 रुपये कुंतल किसानों को दिया जाए, किसानों को गन्ने का मूल्य 300 रुपये कुंतल दिलाया जाए, किसानों का गन्ने का मूल्य भुगतान 15 दिन के अंदर दिलाया जाए, सिंचाई विभाग द्वारा नहरों की सफाई कराकर आखिरी टेल तक पानी पहुंचा कर सिंचाई की व्यवस्था की जाए, अति लघु व लघु सीमांत किसानों को बिजली व पानी की मुफ्त व्यवस्था की जाए, विद्युत विभाग द्वारा निरंतर बढ़ाया जा रहा अतिभार बंद किया जाए, विद्युत बिल बिना पैनाल्टी चार्ज जमा कराया जाए, सरकारी नलकूप जो बंद पड़े है तुरंत चालू कराए जाए और नए नलकूप स्थापित किया जाए, सहकारी गन्ना मिलों में एजीएम मीटिंग कराई जाए जो नहीं हो रही है, किसानों के लिए जिंक सल्फेट, डीएपी का सही वितरण नहीं हो रहा है, हरी खाद के लिए आया ढांचा किसानों को न देकर बाजार में बेच दिया गया आदि सभी मुख्य मांगे है। उन्होंने मुख्यमंत्री के नाम दिये ज्ञापन में मांगों जल्द से जल्द समाधान की मांग की है

प्रतापगढ़, किसानों की समस्याओं को लेकर भारतीय किसान यूनियन की सिंचाई डाक बंगले मे बैठक की गयी जिसके बाद मुख्यमंत्री को संबोधित ज्ञापन सौंपा गया। बैठक की अध्यक्षता करते हुए जिला महासचिव उमाशंकर तिवारी ने कहा कि जनपद में किसानों की समस्याएं दिनोंदिन बढ़ती जा रही है। किसानों का शोषण किया जा रहा है। मुख्य अतिथि प्रदेश अध्यक्ष महिला प्रकोष्ठ केतकी सिंह ने कहा कि किसानों की समस्याओं को जल्द से जल्द खत्म किया जाय। बैठक में गन्ना मूल्य निर्धारित न होने, किसानों की भूमि अधिग्रहण न करने, धान क्रय केन्द्र खोलने, किसानों की 'गायब' जमीन दिलाये जाने, बिजली व पानी की मुफ्त व्यवस्था एवं बीपीएल सूची को संशोधित करने आदि संबंधी समस्याओं पर विचार किया गया। बैठक के बाद पार्टी के लोगों ने कलेक्ट्रेट में जिलाधिकारी के अनुपस्थित रहने पर मुख्यमंत्री को संबोधित ज्ञापन एडीएम वंश गोपाल मौर्य को सौंपा। इस अवसर पर उमा शंकर तिवारी, राम चरन कनौजिया, रूपेन्द्र कुमार पाण्डेय, रामनाथ यादव, रूप नारायण तिवारी, हरुमतुल निशा आदि मौजूद रहे।

किसानों को डबल ग्रुप में दें 14 घंटे बिजली

सहारनपुर। भारतीय किसान यूनियन ने नलकूप के विद्युत कनेक्शनों पर लगी रोक हटाने और नलकूपों के संचालन के लिए किसानों को डबल ग्रुप में 14 घंटे बिजली देने की मांग की है। बढ़ती महंगाई को देखते हुए किसानों ने गन्ना मूल्य तीन सौ रुपए करने की मांग की है। भारतीय किसान यूनियन की कलेक्ट्रेट परिसर में हुई बैठक में जिलाध्यक्ष चरण सिंह ने कहा कि किसानों को ज्यादा से ज्यादा नलकूप कनेक्शन दिये जाएं और विद्युत देयो की सुविधा प्रदान की जाए। उन्होंने वर्ष 2006-07 व 07-08 का गन्ना मूल्य का अंतर भुगतान शीघ्र दिलाने और वर्तमान में गन्ना मूल्य तीन सौ रुपए देने की मांग की है। महानगर अध्यक्ष मुकेश तोमर ने किसान सहकारी समितियों पर डीएपी व एनपीआर तथा यूरिया खाद की कालाबाजारी पर रोक लगाने की मांग की है। बैठक में तहसील अध्यक्ष अनूप सिंह, जिला उपाध्यक्ष नरेश स्वामी, पदम सिंह, सरदार सिंह, मेहर सिंह, जयवेन्द्र, सोहनवीर, जसबीर सिंह, राधेश्याम, डा. नरेश कुमार, रोहताश, ओमपाल, वेदपाल, अनूप, रविंद्र, संदीप व अक्षय आदि मौजूद रहे।

अंतर गन्ना मूल्य का भुगतान, बिजली कटौती, बाढ़ पीड़ितों को मुआवजा देने व उपजाऊ भूमि का अधिग्रहण न करने जैसी मांगों को लेकर भाकियू कार्यकर्ताओं ने तहसील मुख्यालयों पर जोरदार प्रदर्शन किया।



मुरादाबाद में भाकियू कार्यकर्ता सोमवार को तहसील सदर पर जमा हुए और समस्याओं के खिलाफ प्रदर्शन किया। उन्होंने प्रदेश सरकार को किसान विरोधी बताते हुए कहा कि सरकार जानबूझकर किसानों की समस्याओं को नजरअंदाज कर रही है। बिजली गायब है और बाढ़ पीड़ितों को मुआवजा नहीं मिल रहा है। उन्होंनें किसानों के खिलाफ दर्ज मुकदमों को वापस लेने की मांग की।



प्रदर्शनकारियों ने नौ सूत्रीय मांगों का ज्ञापन उप जिलाधिकारी सदर दीपेंद्र चौधरी को सौंपा। इस दौरान राजपाल यादव, नरेश प्रताप सिंह, रामा यादव, अमरपाल सिंह, मनोज ंिसह, राजवीर सिंह, विजय कुमार, भंवर सिंह, महकार सिंह, जयपाल सिंह नानक सिंह, सुरेंद्र सिंह आदि मौजूद थे। अध्यक्षता महेंद्र सिंह रंधावा व संचालन वीरपाल सिंह ने किया।



उधर तहसील मुख्यालयों पर हुए प्रदर्शन का कांठ में डा.नौ सिंह और ऋषिपाल सिंह, सम्भल में योगेंद्र पाल सिंह, बिलारी में महक सिंह, ठाकुरद्वारा में जानकी प्रसाद और बहजोई में राजपाल यादव ने नेतृत्व किया। भाकियू नेताओं ने तीन जनवरी को लखनऊ में प्रदर्शन और आठ मार्च से दिल्ली को दूध और पानी की सप्लाई रोकने का ऐलान भी दोहराया।

Twitter Delicious Facebook बिजनौर : डा. स्वामीनाथन आयोग (कृषि) की सिफारिश लागू कराने समेत किसानों की विभिन्न मांगों को लेकर भाकियू ने जिला मुख्यालय पर प्रदर्शन किया। बाद में आंदोलित भाकियू कार्यकर्ताओं ने प्रधानमंत्री को संबोधित पांच सूत्रीय ज्ञापन तहसीलदार को सौंपा।



भारतीय किसान यूनियन के जिलाध्यक्ष चौधरी राजेन्द्र कुमार के नेतृत्व में अनेक किसान सोमवार सुबह ग्यारह बजे गन्ना समिति परिसर में एकत्र हुए, जहां किसानों ने अपनी मांगों के समर्थन में सरकार के खिलाफ जोरदार प्रदर्शन किया। आंदोलित किसान डा. स्वामीनाथन (कृषि) आयोग की सिफारिश तत्काल लागू करने, तेल की बढ़ती कीमतों पर अंकुश लगाने, किसानों को कम से कम 20 घंटे प्रतिदिन बिजली देने, कृषि यंत्रों पर चार प्रतिशत ब्याज दर करने, बाढ़ पीड़ित परिवारों को उचित मुआवजा एवं कृषि बीमा की राशि का शीघ्र भुगतान कराने की मांग कर रहे थे। बाद में भाकियू जिलाध्यक्ष ने प्रधानमंत्री को संबोधित पांच सूत्रीय ज्ञापन तहसीलदार को सौंपा। प्रदर्शन करने वालों में मोहम्मदपुर ब्लाक अध्यक्ष नरेश राजपूत, जसवीर सिंह, जय सिंह, धूम सिंह, रामअवतार सिंह, पीतम सिंह, बालमुकंद सिंह, विजेन्द्र सिंह, रामपाल सिंह, हरपाल सिंह, गजेन्द्र सिंह, धीर सिंह, सूरज प्रधान, धनवीर सिंह, तारा सिंह पहलवान आदि शामिल रहे।

कार्यकर्ताओं ने कहा कि सरकार किसानों की समस्याओं पर ध्यान नहीं दे रही है। किसान बिजली, पानी की समस्या से जूझ रहा है। इसके अलावा पुलिस महकमे की लूट खसोट की परंपरा के समाप्त करने की मांग की। किसान यूनियन के जिला सचिव कमल पांडेय ने अपने संबोधन में बताया कि किसानों के खेतों तक पानी नहीं पहुंच रहा है। किसानों को बिना बिजली के भुगतान करना पड़ता है। इसके अलावा फुरसतगंज व मोहनगंज पुलिस की घूसखोरी पर काफी आक्रोश जताया गया। इन थानों की पुलिस पर आरोप है कि गंभीर मामलों में रिपोर्ट नहीं दर्ज की जाती और ग्रामीणों के सुझाव पर पकड़े गये चोरों को दबाव में आकर छोड़ दिया जाता है।

भरथना(इटावा)। भारतीय किसान यूनियन ने सोमवार को किसानों की समस्याओं को लेकर उपजिलाधिकारी कार्यालय परिसर में धरना-प्रदशर्न कर खूब नारेबाजी की। बाद में उपजिलाधिकारी भरथना एके अवस्थी को दिए गए ज्ञापन में कहा कि धान खरीद में हीलाहवाली की जा रही है। भाकियू नेताओं ने दो टूक कहा कि सभी मंडियों में धान की खरीद सही ढंग से कराई जाए, अन्यथा मंडियों में तालाबंदी की जाएगी।

छह सूत्रीय ज्ञापन में कहा गया है कि कि नहरों व बंबों में पानी न छोड़े जाने से सिंचाई के अभाव में किसानों की फसलें चौपट हो रही हैं। नहरों व बंबों में अविलंब पानी छोड़ा जाए ताकि रवी की फसलों की सिंचाई समय से हो सके। ज्ञापन में किसानौं कौ २४ घंटे बिजली आपूर्ति कराने, खराब नलकूपौं कौ तत्काल दुरूस्त कराने, गन्ना किसानौंे की बकाया राशि ब्याज सहित देने, नकली कीटनाशक और बीजौं से निजात दिलाने और ताखा ब्लाक के म्जा बेलाहार, म्जा सरावा, रतहरी और ककराई में लगभग एक हजार एकड़ भूमि से जल निकासी की सुविधा मुहैया कराए जाने की मांग की गई। ज्ञापन देने वालौं में भारतीय किसान यूनियन के जिलाध्यक्ष हाकिम सिंह यादव के अलावा ईश्वर दयाल, रंजीत सिंह, शियाराम, भीमसिंह, प्रेमचंद्र, रघुनाथ सिंह और लालता प्रसाद आदि म्जूद रहे।

नजीबाबाद। किसानों के नाम से फर्जी तौर पर कृषि ऋण लेने का मामला एक बार फिर से तूल पकड़ रहा है। भाकियू और पीड़ित किसानों की मांग पर प्रशासन ने अकबराबाद के बैंक प्रबंधक से प्रकरण की जानकारी की। एसडीएम ने दोषी लोगों के विरुद्ध शीघ्र प्राथमिकी दर्ज कराने के बैंक को निर्देश दिए।

अकबराबाद स्थित पीएनबी शाखा से कृषि कार्ड पर फर्जी ऋण लेने का मामला एक बार फिर से तूल पकड़ रहा है। बैंक के कुछ कर्मचारियों और दलाल फर्जी बैंक लोन प्रकरण में लिप्त पाए गए थे। प्रकरण में लिप्त बैंक कर्मी निलंबित किए जा चुके हैं। किसान नेताओं चौधरी बलराम सिंह, जागेंद्र सिंह, नृपेंद्र कुमार, सरदार इकबाल सिंह, राजवीर सिंह, रफीक अहमद, शफीक अहमद, कृष्ण कुमार आदि द्वारा फर्जी तौर पर ऋण प्राप्त करने का मामला उठाया। बैंक प्रबंधक की उपस्थिति की एसडीएम जेपी गुप्ता ने बैंक को दो टूक कहा कि जिन किसानों ने किसानाें के नाम पर फर्जी तौर पर लोन लिया गया है। उनके ऋण माफी के लिए बैंक प्राथमिकता के आधार पर कार्रवाई करें तथा दोषी बैंक कर्मचारियों के विरुद्ध जांच कर शीघ्र प्राथमिकी दर्ज कराई जाए। प्रशासन ने लोन प्रकरण में लिप्त बैंक दलालाें के विरुद्ध भी सख्त कानूनी कार्रवाई के बैंक को निर्देश दिए।

बस्ती। भारतीय किसान यूनियन ने पंद्रह सूत्रीय मांगों को लेकर सोमवार को तहसील मुख्यालयों पर धरना दिया। मांगों से संबंधित ज्ञापन बस्ती सदर में उपजिलाधिकारी और हर्रैया, भानपुर में तहसीलदार को सौंपा। हर्रैया में कार्यकर्ताओं ने आधा घंटा राष्ट्रीय राजमार्ग को भी जाम किया। इस दौरान वाहनों की लंबी कतारें लग गईं। पुलिस अफसरों के हस्तक्षेप के बाद किसान जाम हटाने को तैयार हुए।

बस्ती सदर जिलाध्यक्ष शोभा राम ठाकुर की अध्यक्षता में धरने का आयोजन किया गया। वक्ताओं ने नई कृषि नीति, गन्ना बकाया, भ्रष्टाचार, चुनाव लड़ने की अधिकतम उम्र साठ वर्ष, सांसद और विधायक निधि समाप्त करने समेत पंद्रह मुद्दों पर सरकार को घेरा। बाद में मांगों से संबंधित राष्ट्रपति को संबोधित ज्ञापन उपजिलाधिकारी संतोष वैश्य को सौंपा। इस मौके पर रामधनी चौरसिया, हरीराम किसान, राधेश्याम गौड़, रामफेर, फूलचंद्र, श्याम चंद्र यादव, प्रेम चंद्र चौधरी, सुरेंद्र सिंह, राम नवल, गनीराम, राम सुरेमन आदि मौजूद रहे।

हर्रैया प्रतिनिधि के अनुसार भाकियू कार्यकर्ताओं ने तहसील मुख्यालय पर धरना दिया। धरना में राम सहाय बंधू चौधरी ने कहा कि किसानों को गन्ने का मूल्य तीन सौ रुपये प्रति कुंतल दिया जाना चाहिए। इसके बाद तहसीलदार को पंद्रह सूत्रीय ज्ञापन सौंपा गया। इतना ही नहीं कार्यकर्ताओं ने राष्ट्रीय राजमार्ग को आधे घंटे के लिए जाम भी कर दिया। सड़क पर दोनों ओर वाहनों की लंबी कतारें लग गईं। मौके पर पहुंचे तहसीलदार अरविंद तिवारी और क्षेत्राधिकारी राधेश्याम ने कार्यकर्ताओं को समझा बुझा कर जाम हटवाया। इस मौके पर रामचंद सिंह, राम चरित्र, पारस नाथ, हरि प्रसाद, राजेंद्र चौधरी, दीनानाथ, सुरेश चंद्र जलालुद्दीन आदि मौजूद रहे। भानपुर प्रतिनिधि के अनुसार भाकियू कार्यकर्ताओं ने तहसील मुख्यालय पर किसान पंचायत लगाई। इसकी अध्यक्षता चंद्र प्रकाश चौधरी, संचालन पाटेश्वरी प्रसाद श्रीवास्तव ने किया। ज्ञापन लेने में देरी करने से नाराज कार्यकर्ताओं ने तहसील मुख्यालय के सामने सड़क जाम करने पहुंच गए। इसी बीच तहसीलदार राम सजीवन मौर्य वहां पहुंचकर ज्ञापन ले लिया। इस मौके पर राम नारायन चौधरी, सुभाष तिवारी, राम प्रताप चौधरी, श्याम नारायन सिंह, रामकेवल पांडेय, विजय बहादुर, राम तौल किसान, राम नयन, कन्हैया प्रसाद, राम शंकर चौधरी, सफायत अली आदि मौजूद रहे।

बाराबंकी। भारतीय किसान यूनियन के कार्यकर्ता धान खरीद में बरती जा रही लापरवाही, समय से खाद, बीज न मिलने और नहरों से पानी गायब होने से नाराज सोमवार को गन्ना कार्यालय में धरना शुरू कर दिया। देखते ही देखते जिले भर का किसान ट्रालियों में धान लादकर धरने पर पहुंच रहा था। शाम तक भारी संख्या में ट्रालियों की लाइन लग गई थी। जिलाधिकारी और भाकियू जिलाध्यक्ष के मध्य हुई वार्ता के बाद डीएम ने सभी केन्द्रों पर चार अतिरिक्त कांटे लगाए जाने और ट्रालियों में लदा धान तत्काल तौले जाने का आदेश दिया है। भाकियू जिलाध्यक मुकेश सिंह ने कहा कि जब तक किसानों का धान तौला नहीं जाता है धरना जारी रहेगा। धरने को संबोधित करते हुए भाकियू जिलाध्यक्ष ने कहा कि किसान धान बेचने के लिए केन्द्रों के चक्कर काट रहा और केन्द्र पर तैनात कर्मचारी किसानों को वापस कर रहे जिससे किसान अपना उत्पाद औने-पौने दाम पर बेचने को मजबूर हैं। किसानों को समय से खाद, बीज और पानी नहीं मिल रहा है। जब आवश्यकता होती है केन्द्रों से खाद और बीज गायब हो जाता है। सिंचाई के समय नहराें में पानी नहीं दिखता जिसका खामियाजा जिले के किसानों को भुगताना पड़ रहा है इसे किसी भी कीमत पर बर्दाश्त नहीं किया जाएगा। उन्होंने कहा कि पूर्व में समस्याओं के निदान के लिए दिए गए ज्ञापन पर कोई कार्रवाई नहीं हुई। पीएमजेएसवाई की तहत बनाई जा रही सड़कें भ्रष्टाचार की भेंट चढ़ गई हैं। हैदरगढ़ मार्ग पर मानक के विपरीत निर्माण कार्य हो रहा है। अंबेडकर गांवों में बन रहे सीसी मार्ग निर्माण के साथ ही टूट रहे हैं। माइनराें की सफाई के नाम पर जमकर धन का बंदरबांट किया जा रहा है। कृषि विभाग के अधिकारियों की लापरवाही के चलते योजनाओं का लाभ किसानाें को नहीं मिल रहा है। श्री सिंह ने बताया जिलाधिकारी से वार्ता हुई है जिस पर उन्होंने सभी केन्द्रों पर चार अतिरिक्त कांटे लगाकर किसानों का धान खरीदने का आदेश दिया है। इसके अलावा ट्रालियां पर लाया गए धान को भी तौलाए जाने के आदेश अधिकारियाें को दिए हैं पर जब तक किसानों का धान तौला नहीं जाता धरना समाप्त नहीं होगा। उन्होंने अपनी १२ सूत्रीय मांगों का ज्ञापन जिलाधिकारी को सौंपा है। इस मौके पर अपर जिलाधिकारी डीके पांडेय, डिप्टी आरएमओ आरएम वर्मा, रामकिशोर वर्मा, अनूप वर्मा, अनूपम वर्मा आदि पदाधिकारी मौजूद रहे।

दोघट। भारतीय किसान यूनियन के राष्ट्रीय अध्यक्ष चौधरी महेंद्र सिंह टिकैत ने कहा कि भाकियू ने किसानों को अपने हक की लड़ाई लड़ने के लिए तैयार किया है। २५ वर्ष पूर्व केंद्र और राज्य सरकार किसानों का शोषण कर रही थीं, तब भाकियू किसानों के हित के लिए आगे आई और बढ़ी विद्युत दरें, गन्ने की कीमत, नहरों में पानी, अधिग्रहण, भूमि का मुआवजा दिलवाया।

रविवार को भड़ल गांव में आयोजित महापंचायत में चौधरी महेंद्र सिंह टिकैत को भारत के किसानों की ओर से किसानरत्न की उपाधि से नवाजा गया। इस अवसर पर उन्होंने वेस्ट यूपी से आए हजारों किसान प्रतिनिधियों को संबोधित करते हुए कहा कि जो समाज कमजोर हो जाता है, उसकी सुनने वाला कोई नहीं होता। भाकियू किसानों का संगठन है। वह किसानों के हकों की लड़ाई, लड़ने के लिए हर समय तैयार रहता है। उन्होंने बताया कि १९८७ में प्रदेश सरकार ने विद्युत भार पांच रुपये बढ़ा दिया था, तब भाकियू ने आंदोलन किया था, उसी का नतीजा था कि सरकार को अपना फैसला वापस लेना पड़ा। भाकियू की आवाज पर ही उप्र सरकार व केंद्र सरकार ने कई बार गन्ने, गेहूं व अन्य फसलों के दाम बढ़ाए हैं।

उन्होंने कहा कि मेरठ, गाजियाबाद व अन्य शहरों में किसानों को जमीन के दाम कोड़ियों में मिल रहे थे, भाकियू ने आंदोलन कर जमीन का सही मुआवजा दिलवाया। आज उप्र सरकार और केंद्र सरकार यह मान रही है कि भाकियू कमजोर हो गई है, पर ऐसा नहीं है। उप्र सरकार निजी नलकूपों के पावर एवं बिजली दरें लखनऊ में बैठकर बढ़ा देती है, ऐसा हम नहीं होने देंगे। बढ़ी दरें तथा किसानाें एवं किसानों की समस्याओं को लेकर भाकियू गंभीर है और वह कभी भी आंदोलन छेड़ सकती है। टिकैत ने कहा कि किसानों ने जो अभिनंदन मेरा किया है वह पूरी किसान बिरादरी का अभिनंदन है। इसके लिए मैं आभारी रहूंगा।

पंचायत में सात प्रस्ताव पारित हुए, जिसमें चौधरी महेंद्र सिंह टिकैत को भारतरत्न की उपाधि की मांग, उनकी सुरक्षा का जिम्मा, वक्ताओं ने कहा कि केंद्र सरकार को टिकैत की सुरक्षा का प्रबंध करना चाहिए। १९६७ को आधार वर्ष मानकर किसानों की फसलों के दाम के आधार पर मूल्य तय करने के लिए आयोग गठित किया जाए और हरियाणा के मुख्यमंत्री भूपेंद्र सिंह हुड्डा द्वारा दिए गए सुझाव मूल्य स्वीकृत कर किसानों को लाभ दिलाया जाए। हिंदू विवाह एक्ट में संशोधन कर सगोत्र विवाह पर प्रतिबंध, सीमांत किसानों को बिजली या नहर द्वारा सिंचाई की व्यवस्था मुफ्त कराई जाए। उक्त सभी विषयों के लिए राज्यपाल, उप्र की मुख्यमंत्री, प्रधानमंत्री व राष्ट्रपति को ज्ञापन सौंपा जाएगा।

पंचायत की अध्यक्षता सीताराम मलिक तथा संचालन संयुक्त रूप से मांगेराम राठी, मांगेराम आर्य, रामछैल पंवार ने किया। संयोजक चौधरी नरेंद्र राणा ने कहा कि भाकियू अब २५ वर्ष की हो गई है। अभी किसानों के हकाें की लड़ाई लड़नी बाकी है। चौधरी महेंद्र सिंह टिकैत शीघ्र स्वस्थ हो जाएंगे। पंचायत को हरपाल सिंह सचिव, हरफूल सिंह अमीन, प्रताप गुर्जर, सुखमल, रण सिंह, इकबाल सिंह कवि आदि ने संबोधित किया।



सगोत्रीय विवाह के खिलाफ बोले टिकैत

चौधरी महेंद्र सिंह टिकैत ने पत्रकार वार्ता में सगोत्रीय विवाह के सवाल पर कहा कि कहीं भाई-बहन की भी शादी होती है। उन्होंने कहा कि कन्या भू्रण हत्या समाज के लिए अभिशाप है। उधर, नरेंद्र राणा ने पत्रकारों को बताया कि भाकियू का यह रजत जयंती वर्ष है। पूरे वर्ष क्षेत्र के इसी तरह के कार्यक्रम चलेंगे। मार्च में शहीदों पर भी एक कार्यक्रम आयोजित होगा।



गिरफ्तारी हुई तो हजारों किसान जाएंगे जेल

बड़ौत। भड़ल गांव में पंचायत चुनाव के दौरान पुलिस पर पथराव व रोड जाम के मामले में नामजद ७४ लोगों ने टिकैत से शिकायत की। इस पर भाकियू नेता चंद्रपाल फौजी ने कहा कि यदि गिरफ्तारी हुई तो ७४ हजार किसान गिरफ्तारी देंगे। भाकियू को ऊंचा उठाने के लिए अमर उजाला ने काफी काम किया है और अमर उजाला की वहां जमकर तारीफ हुई।

अंबेडकरनगर। किसानों समेत विभिन्न जनसमस्याओं को लेकर भारतीय किसान यूनियन अराजनैतिक टिकैत गुट के कार्यकर्ताओं ने कलेक्ट्रेट के समक्ष धरना-प्रदर्शन किया। कहा गया कि शासन-प्रशासन द्वारा लगातार किसानों की उपेक्षा की जा रही है। इसे अब कतई बर्दाश्त नहीं किया जाएगा। टांडा में ट्रैक्टर-ट्रॉलियों को सड़क पर खड़ा कर प्रदर्शन किया। जिलाध्यक्ष रणजीत उर्फ लल्लू वर्मा ने कहा कि चावल की बिक्री दर विगत वर्षों की अपेक्षा वर्तमान समय में ५०० से ६०० रुपये प्रति कुंतल कम हो गयी है। इससे किसानों की लागत भी नहीं निकल रही है। इसके अलावा धान का समर्थन मूल्य लागत के अनुसार बहुत कम है। उन्होंने चावल व गेहूं का निर्यात खोले जाने के साथ ही बोनस जोड़कर प्रत्येक न्याय पंचायतों में क्रय केंद्र खोलते हुए धान की वास्तविक खरीद कराने की व्यवस्था करने तथा गन्ने का खरीद मूल्य ३०० रुपये प्रति कुंतल सुनिश्चित किए जाने की मांग की। जिला महासचिव दीपक तिवारी ने कम से कम २० घंटे विद्युत आपूर्ति मुहैया कराए जाने एवं पूर्व की तरह बिल वसूली के लिए पासबुक प्रणाली शुरू किए जाने की मांग उठाई। वक्ताओं ने कहा कि जिन किसानों की भूमि नदियों के कटाव में समाप्त हो गई है, उन्हें उतनी ही भूमि की व्यवस्था शासन-प्रशासन को करनी चाहिए। इस मौके पर धर्मराज सिंह, बसंतलाल, दयाराम चौधरी, श्यामलाल, रामकुमार, रामउजागिर आदि मौजूद रहे। अंत में सीएम को संबोधित मांगपत्र एसडीएम सदर आनंद स्वरूप को सौंपा।

NEW DELHI: On the day U.S. President Barack Obama is scheduled to address the joint session of Parliament in Delhi, thousands of farmers under the banner of Bhartiya Kisan Union (BKU) will hold a demonstration here against the government's strategic partnership with Washington on agriculture and food security “that jeopardises indigenous farm research and allows multi-national corporations to set the agenda in the sector”.



“At the rate the government is going, the country will face a food crisis by 2020,'' warned Punjab BKU president Ajmer Singh Lakhowal over the weekend.



Call to scrap MoUs



Addressing a joint press conference here with Gurnam Singh (Haryana), S.S. Cheema (Uttarakhand), Rakesh Tikait (Uttar Pradesh) and Yudhjvir Singh, Mr. Lakhowal said the government policies are anti-farmer. “We will hold a massive demonstration on November 8 against the policies of the government that are hurting farmers, the indigenous research and the food security of the country.”



Demanding that the government scrap all memorandums of understanding signed by public agricultural institutes and universities with multinational corporations, biotech companies and agri-businesses, they alleged that through these pacts big corporations were taking over for their own profits the research, knowledge and resources of India's public agricultural institutions. “First our scientists were taken away by these corporations, now universities are being given to them for research and extension for their own benefits.''Criticising the Rs.20 per quintal hike in the minimum support price (MSP) announced recently by the government, the farmers' leaders said that when inflation was in double digits and government servants were given 18 per cent hike in dearness allowance, farmers were given only a two per cent hike in wheat prices. As per the estimates of Punjab Agriculture University, wheat MSP should be Rs.1,650 per quintal, they said. “And if the government were to implement the recommendations of the M.S. Swaminathan Commission on Farmers, then the MSP for wheat should be Rs.2,450 per quintal. By raising it by Rs.20 per quintal the government has played a joke on farmers,” they added.



The farm leaders did not buy the argument that higher wheat MSP resulted in a higher open market price. “How come when the prices of wheat products rise, there is no inflation but if the price of wheat MSP [payable to farmers] rises there is inflation? If the price of finished cloth goes up, nobody says there is inflation but if the price of cotton goes up there is hue and cry.''



Agreeing with the Supreme Court on issuance of free foodgrains to poor people instead of allowing it to rot, the agriculture leaders said if the government could distribute grains for Rs.3 and Rs.2 per kg (as proposed by the National Advisory Council) then why not give them for free? “The problem in the country is not foodgrains production but the purchasing power of the poor people,'' said Mr. Yadhuvir Singh.



Memorandum to PM



They have submitted a memorandum to Prime Minister Manmohan Singh urging him not to enter into a strategic alliance in agriculture and food security with the U.S. and refrain from the speedy Free Trade Agreements with industrial countries like the U.S., the European Union, Israel and Australia that would provide market access to their agribusinesses and their heavily subsidised commodities. भारतीय किसान यूनियन ने भारत-अमेरिका के बीच हुए कृषि समझौते के खिलाफ में जंतर मंतर पर प्रदर्शन किया। पश्चिमी उत्तर प्रदेश समेत हरियाणा, पंजाब और दिल्ली से काफी तादाद में आये किसानों ने अमेरिका केसाथ किए गए कृषि समझौते को जल्दबाजी में लिया गया निर्णय करार देते हुए कहा कि किसानों को विश्वास में लिए बिना यह समझौता किया गया है। किसानों ने सरकार को चेतावनी दी कि स्वामीनाथन आयोग की बात को दरकिनार किया गया तो 9 मार्च 2011 को दिल्ली के रास्ते को सिल कर दिया जाएगा। यह धरना अनिश्चितकालीन होगा। इस मौके पर किसानों ने फसल जलाकर अपना विरोध जताया।

प्रदर्शन का नेतृत्व भाकियू के राष्ट्रीय प्रवक्ता राकेश टिकैत समेत वरिष्ठ पदाधिकारी युद्घवीर सिंह, अजमेर सिंह लाखोवाला, धर्मेन्द मलिक ने किया। वक्ताओं ने कहा कि केंद्र सरकार किसानों को छलने का काम लगातार कर रही है। उन्हें कृषि का लागत मूल्य भी नहीं दिया जा रहा है। यदि सरकार की ओर से किसानों की उपेक्षा इसी तरह से होती रही तो किसान इसे कतई नहीं सहन करेंगे। किसान इतने आंदोलित थे कि सरकार मुर्दाबाद के नारे लगाने के साथ ही बैनर-पोस्टर भी लहराते हुए प्रदर्शन कर रहे थे।

OBAMA INDIA VISIT:Demands Market Access at the Cost of Indian Farmers

New Delhi: Mr. Barak Obama is in New Delhi today, to seek greater market access for the American agricultural goods in India. What the US couldn’t achieve through the Doha Round of WTO negotiations, Mr. Obama would try to get that through a bilateral deal with India. Today, the Bhartiya Kissan Unions staged a massive demonstration at the Parliament Street in Delhi protesting against Obama’s visit to India and his agenda to sign bilateral agricultural and trade deals to facilitate takeover of Indian agriculture by the US multinationals.



The United States is pushing India for removing all barriers in the way of US exports to India and we are quite sure that Mr. Obama’s would secure this today, without making any commitment towards reduction in US farm subsidies, especially in cotton, which India has been demanding during the 9 years of Doha negotiations. The increased market access to agricultural goods of the United States would be disastrous for the Indian farmers who had suffered a lot in the last 15 years of WTO regime due to the dumping of subsidized cotton from US which resulted in sharp fall in cotton prices and increased farmers suicide in the cotton belt of India.



We, the farmers of India, mainly from Bhartiya Kissan Unions, are also quite agitated and upset with the furthering of Indo-US cooperation in agriculture. Since 2006, when Mr. Bush signed the Indo-US Knowledge Initiative on Agriculture, we have witnessed a greater penetration of US agribusiness companies in our policy making on agriculture as well as in our agricultural research institutions, such IARI, ICAR and agricultural universities. This also resulted in different policy initiatives in agriculture, like the new Seeds Bill, the National Biotechnology Regulatory Authority bill 2009, Protection and Utilisation of Public Funded Intellectual Property Bill, 2008 to benefit US agribusiness mainly Monsanto, DuPont, Cargill and others. Moreover, the US retail giant, Wal-Mart, has been publicly lobbying for opening up India’s retail sector to FDI and in this visit the thrust of Obama’s engagement would be on opening up of the food retail, which would result in complete takeover of Indian small retail. We, therefore, fear that any kind of the Indo-US agricultural treaty, focusing on agricultural research, biotechnology, retail, would bring Indian agriculture under the direct control of US Corporate houses.



We therefore demand that the Government of India must not sign any kind of agreement on agriculture with the US Administration which would result in opening up of agriculture research, agricultural trade, retail sector, and other services for American capital and MNCs. We don’t want any bilateral agreement on agriculture with the US on the line of Indo US Knowledge Initiative of Agriculture, whether in the field of trade, biotechnology or irrigation. We appeal to the Prime Minister and the UPA Chairperson that they do not allow any market access in agricultural trade to United States, which the latter has been aspiring to gain through failed Doha negotiations, through a bilateral Indo US trade deal. We also demand that all the Memorandum of Understanding (MoUs) signed by the Indian public agricultural institutes and universities with the multinational corporations, biotech companies and agribusiness must be scrapped. Through these MoUs, the big corporations are taking over the research, knowledge and resources of our public agricultural institutions for their profit.



We also demand that the UPA government must review the gains from the Free Trade Agreement it has signed with ASEAN, South Korea and others before entering into any FTA negotiations. We fear that the 30 odd FTAs which the government of India is negotiating with the highly industrial countries including the US, the EU, Israel, Australia and others would provide market access to their agribusiness and their heavily subsidized agricultural commodities. This is highly detrimental to India's rural food producers and production. We demand that agriculture and agricultural related activities must be kept out of any FTA negotiations India is engaging with.



We also demand that given the increased prices for agricultural goods in the international market, the government of India must provide a better price by increasing the Minimum Support Price (MSP) for all agricultural commodities, especially wheat, rice, pulses, sugarcane and cotton. We demand that the government of India



- Must implement Swaminathan Committee recommendations for MSP which should be at least 50% more than the weighted average cost of production.

- Must increase the MSP for wheat to Rs.2200 per quintal because the cost of wheat production comes to around Rs.1600 per quintal. We reject the mere Rs.20 increase in the MSP for wheat for this year.

- Must increase the MSP for Sugarcane crop to Rs.300 per quintal.

- Immediately expedite the procurement of rice crop in Punjab and Haryana.



We also demand that the state and the Centre governments must stop all land acquisition in the name of ‘public purpose’. There must not be any forceful acquisition of farmers land and selling of the land by the government, acquired on the pretext of “public purpose”, to Corporates for any development projects or SEZ. The government must stop to act like a ‘middle man’ in acquiring farmers land for Corporates. The government must soon amend the Land Acquisition Act of 1894 in consultation with farmers and the definition of “public purpose” in the Act should be clearly defined and specified. In case land is needed for public purposes like hospital building, defence purposes; market rates should be paid to the farmers.



The farmers of India have suffered a lot under the neo-liberal regime of the Manmohan Singh government which is determined to facilitate takeover of Indian agricultural by the multinational corporations at the cost of small and marginal farmers. Therefore, the Coordination Committee of BKU farmer Unions have declared today that if their demands for a Framers’ friendly Agricultural Policy; Increased MSP for agricultural commodities; Halting of all FTAs; and Withdrawal of all MoUs with agricultural corporations, are not met within four months, they would mobilize for a massive protests and blocking of all roads to Delhi on 9th March 2011.

Demanding that the government scrap all memorandums of understanding signed by public agricultural institutes and universities with multinational corporations, biotech companies and agri-businesses, they alleged that through these pacts big corporations were taking over for their own profits the research, knowledge and resources of India's public agricultural institutions. “First our scientists were taken away by these corporations, now universities are being given to them for research and extension for their own benefits.''Criticising the Rs.20 per quintal hike in the minimum support price (MSP) announced recently by the government, the farmers' leaders said that when inflation was in double digits and government servants were given 18 per cent hike in dearness allowance, farmers were given only a two per cent hike in wheat prices. As per the estimates of Punjab Agriculture University, wheat MSP should be Rs.1,650 per quintal, they said. “And if the government were to implement the recommendations of the M.S. Swaminathan Commission on Farmers, then the MSP for wheat should be Rs.2,450 per quintal. By raising it by Rs.20 per quintal the government has played a joke on farmers,” they added.

The farm leaders did not buy the argument that higher wheat MSP resulted in a higher open market price. “How come when the prices of wheat products rise, there is no inflation but if the price of wheat MSP [payable to farmers] rises there is inflation? If the price of finished cloth goes up, nobody says there is inflation but if the price of cotton goes up there is hue and cry.''

Agreeing with the Supreme Court on issuance of free foodgrains to poor people instead of allowing it to rot, the agriculture leaders said if the government could distribute grains for Rs.3 and Rs.2 per kg (as proposed by the National Advisory Council) then why not give them for free? “The problem in the country is not foodgrains production but the purchasing power of the poor people,'' said Mr. Yadhuvir Singh.

Memorandum to PM

They have submitted a memorandum to Prime Minister Manmohan Singh urging him not to enter into a strategic alliance in agriculture and food security with the U.S. and refrain from the speedy Free Trade Agreements with industrial countries like the U.S., the European Union, Israel and Australia that would provide market access to their agribusinesses and their heavily subsidised commodities. They also demanded that farm land not be acquired for development projects and SEZs.

Dear Sir,



We, the farmers of Bhartiya Kisan Union, are writing to you in the backdrop of many disturbing developments such as the near completion of negotiations on FTAs with developed economies, like Japan and the E.U.; large scale acquisitions of agricultural land by companies; increasing domination of biotech firms in the Indian agricultural system and institutions; and most importantly, UPA government poor response to the increasing hunger and malnutrition among rural community while million of tonnes of food grains are rooting in our godowns. It is a matter of great concern for us that even after 60 years of India’s independence, more than 5000 children are dying every day in our country due to malnutrition. And in 2010, India has slipped to 67th position among 84 developing countries on the global hunger index released by the International Food Policy Research Institute. Despite this, the present UPA government under your leadership is completely non-committal on feeding poor people even though 67,000 tonnes of wheat had rotted this year alone and tonnes of wheat are still rotting in the open in Punjab, while farmers are ready with their next harvest.



Do Not subsidize Poor at the Cost of Small and Marginal Farmers:

We fear that the faulty policies of the UPA government towards poor Public Distribution System (PDS) as well as ban on exports of food grains would be detrimental for the Indian farmers especially the wheat and rice growers who have been offered slight increase in Minimum Support Price (MSP) even though prices of these commodities are quite high in the international market. The only excuse for the government to keep MSP low is to subsidize food for the poor at the cost of the farmers’ profit. And this is being justified on the pretext that there is lack of funds for paying higher price for procuring foodgrains which would increase cost of food for poor but the government has no shame in giving a subsidy of more than Rs.500,000 crore to corporate sector in the form of direct and indirect tax concessions, write offs etc in the 2010-11 budget alone. This kind of pro-corporate and anti-farmers policies of the Indian government are forcing farmers to quit agriculture.



We demand that government should divert the monitory benefits given to Corporates towards providing subsidized food to the poor as well as paying higher procurement price to the farmers who are struggling hard to feed the people of India despite high cost of production, high inflation and increasing food crisis. Given this, we demand that the government of India



- Must implement Swaminathan Committee recommendations for MSP which should be at least 50% more than the weighted average cost of production.

- Must increase the MSP for wheat to Rs.2200 per quintal because the cost of wheat production comes to around Rs.1600 per quintal. We reject the mere Rs.20 increase in the MSP for wheat for this year.

- Must increase the MSP for Sugarcane crop to Rs.300 per quintal.

- Immediately expedite the procurement of rice crop in Punjab and Haryana.



No to Free Trade Agreements (FTAs):

The BKU farmers are quite upset with the UPA-2 agenda for trade liberalization through speeding up of the FTA negotiations to liberalize agricultural imports to India. We fear that the 30 odd FTAs which the government of India is negotiating with the highly industrial countries like US, EU, Israel, Australia and others would provide market access to their agribusiness and their heavily subsidized agricultural commodities. This is highly detrimental to India's rural food producers and production. We are shocked that in a democracy like ours no consultations have been carried out of such FTAs and all the deals are being done behind closed doors, while our livelihoods, markets and biodiversity are being traded away. Such lack of transparency is unacceptable to us. We demand that agriculture and agricultural related activities must be kept out of any FTA negotiations India is engaging with.



No Trade/ Agricultural Ties with the U.S. during Obama’s visit:

We would also like register our strongest protest against signing of any kind of agreement during the forthcoming visit of the US President Barak Obama in India in early November. We don’t want any bilateral agreement on agriculture with the US on the line of Indo US Knowledge Initiative of Agriculture, whether in the field of trade, biotechnology or irrigation. We appeal to UPA that they do not allow any market access in agricultural trade to United States, which the latter has been aspiring to gain through failed Doha negotiations, through a bilateral Indo US trade deal.



No Acquisition of Farmers Land for Development Projects and SEZs:

We demand that the state and the Centre governments must stop all land acquisition in the name of ‘public purpose’. There must not be any forceful acquisition of farmers land and selling of the land by the government, acquired on the pretext of “public purpose”, to Corporates for any development projects or SEZ. The government must stop to act like a ‘middle man’ in acquiring farmers land for Corporates. The government must soon amend the Land Acquisition Act of 1894 in consultation with farmers and the definition of “public purpose” in the Act should be clearly defined and specified. In case land is needed for public purposes like hospital building, defence purposes; market rates should be paid to the farmers.



We demand that the proposed GAIL India pipeline project in Uttrakhand should be built alongside roads, canals and railway lines so that farmers lands are not disturbed. In case acquisition of farmers land is absolutely necessary for gas pipeline, we demand that market rates must be paid to the affected farmers.



Reduce Interest rate to 4% for all Agricultural Loans:

We would like to demand that the government, as per the recommendation of the Swaminathan Committee report of 2007, must fix a maximum interest rate of 4% on all agricultural loans. With the increasing cost of production and increasing food inflation, this would be a big relief for the Indian farmers and would help in preventing the farmers’ suicide in the country. We also like to reiterate our demand for a complete debt relief not only from institutional debt but also of private money lenders. Moreover, it is a known fact that most of the agricultural loans meant for small and marginal farmers are being diverted to big agri-corporations. We therefore demand that instead of providing credit facility to agribusiness, the UPA government bring policy to provide agricultural credit to small and marginal farmers at the nominal rate of interest.



Strengthen Extension Department of Agriculture:

We demand that given the poor state of our agriculture, the government of India must ensure increased public investment in strengthening the extension department of the Ministry of Agriculture, which was the backbone of Indian agriculture during the green revolution. The complete breakdown of the extension services of the agriculture department has resulted in farmers being completely dependent on the private agents or seed shops owner for any advice on agriculture practices.



Crop Insurance to Compensate Farmers in case of Natural Calamity:

We would like to draw your kind attention on the anomaly in the current Crop Insurance Scheme where a block or tehsil (not even a village) is considered as a unit and unless a natural calamity hit the whole block or tehsil, farmers are not compensated. We therefore demand that under the Crop Insurance Scheme, each farmer and his/her crop should be considered as a unit. In case of natural calamity like drought, floods, fire, hailstorm or frost which destroys standing crop of a farmer or groups of farmers, they must get compensation. The UPA government must also institute a policy for an Emergency Fund to compensate farmers (who don’t have crop insurance) in case of a natural calamity like drought, floods, fire, hailstorm or frost.



Medical Facilities and Insurance:

In a time of increasing liberalization and inflation, farmers are not able to cope up with the cost of living at the low income they receive. Getting access to medical services is increasingly difficult or impossible for many food producers. We demand that medical facilities and insurance are provided to farmers for free just as they are to other government servants.



Timely Provision of Fertilizers:

For the past years, farmers have not been receiving fertilizers in a timely fashion and they have to rely on the black market. We demand that fertilizer quotas and provisions are begun one month before the sowing season.



Impose Permanent Ban on GMOs:

The BKU farmers demand for a permanent ban on the research, production, and imports of all genetically modified seeds, crops and foods. Instead of promoting GMOs, we demand that the government must support ecological agriculture and provide proper incentives for growing toxic free foods through organic farming.



We also demand that all the Memorandum of Understanding (MoUs) signed by the public agricultural institutes and universities with the multinational corporations, biotech companies and agribusiness must be scrapped. Through these MoUs, the big corporations are taking over the research, knowledge and resources of our public agricultural institutions for their profit.

NEW DELHI: A common platform of several farmers groups, the Indian Coordination Committee of Farmers Movements, has charged the Central government with complete lack of transparency on the implications of the proposed Comprehensive Economic Partnership Agreement or CEPA with Japan and the inclusion of agriculture on its agenda.



"Such EPAs, like other FTAs, go beyond what cannot be negotiated under the WTO and we are openly opposed to agriculture in the WTO, in EPAs or FTAs," the Committee has said in a letter to Prime Minister Manmohan Singh , Commerce minsiter Anand Sharma and agriculture minister Sharad Pawar .



Demanding that the full text of the CEPA be discussed with State governments and debated in Parliament first, the Committee has also expressed apprehension that the CEPA could encroach on the rights of farmers as plant breeders and seed consumers as outlined in the PV&FR Act, 2001 (Protection of Plant Varieties and Farmers’ Rights Act of 2001). Japanese seed companies could gain stealthy entry into the already crisis-ridden Indian agriculture sector by way of the CEPA, it said.. .



Expressing surprise that the Centre had not bothered to consult or even inform states about the contours of the EPA with Japan and the possible impact on agriculture on account of it, the Committee has pointed out that agriculture is a state subject and expressed immense concern. "Such a centralising trend to fast track decision making on controversial issues like free trade, GMOs (genetically modified organisms) and agricultural research, issues that pertain to state governments, is a disturbing trend," the letter states.



Although the governmetn of India has agreed "in principle" to enter the EPA with Japan, farm organisations have dubbed this an "undemocratic underhand deal." demanding that the UPA government publicly disclose what agriculture-related and IPR (Intellectual Property Rights) provisions are being negotiated in the Indo Japan CEPA. Referring to reports on the CEPA, the Committee has pointed out tha t the "international standards" on new plant varieties that the two sides are apparently working on generally refer to UPOV standards.





"UPOV provides more protection to industrialised natioan seed corporations as opposed to developing country farmers. India has already taken a progressive step with its own Protection of Plant Varieties and Farmers’ Rights Act of 2001 and no new trade agreements should impinge on the rights of its farmers as plant breeders and seed consumers as enumerated in this Act," the letter to the PM emphasizes.



Japanese companies like Sakata, Taikii and Tokita Seeds already operate in India and apprehensions are that Japan’s obvious interest would be to protect the proftis of its corporations, even as other Japanese agri-related companies eye India’s agricultural market. "We therefore demand that the farmer’s right to save, re sow and exchange seeds are not compromised under any circumstance, but that our own seeds be given the space and priority they warrant," the letter states.



The Committee has not only demanded making the text of the CEPA agreement public, but also a study of the impact on key constituents by the government, pro active consultation with State governments to reach a consensus and consultations with stakeholders including farmers, fishworkers, trade unions and people’s organisations.

किसानों के उत्पीड़न की जमीन तैयार


वरिष्ठ संवाददाता, अलीगढ़ : टप्पल में टाउनशिप खत्म हो गई है।.. किसानों चेक लाओ, जमीन ले जाओ..। अफसरों के ये बोल भले ही सुनने में अच्छे लगें, टप्पल में किसानों के उत्पीड़न का असल खेल तो अब शुरू होगा। प्लेटफार्म भी तैयार-सा है क्योंकि तमाम सवाल अभी तक अनुत्तरित हैं।



सबसे बड़ा सवाल तो यही है कि टाउनशिप और इंटरचेंज बनाने के लिए सरकार जिस ढाई सौ हेक्टेयर से अधिक जमीन को ले चुकी है, क्या सभी किसानों को जबरन उसे लौटा दिया जाएगा? कई चीजें अभी साफ नहीं हैं। सरकारी आंकड़ों के मुताबिक टाउनशिप की 488 और इंटरचेंज की 48 हेक्टेयर जमीन को 2356 किसानों से लेना था। इनमें से 1476 किसानों ने जमीन देने पर रजामंदी दी थी। इनमें से 1377 किसान मुआवजा भी ले चुके हैं। ये रकम 110.64 करोड़ से ऊपर है। यानी, हर किसान को औसतन 8 लाख रुपये मुआवजा मिला है। ये लौटाने की नौबत हुई तो किसानों को मूलधन के साथ ब्याज भी चुकाना होगा।



एक अधिकारी बताते हैं कि सरकारी प्रावधान के मुताबिक जिन किसानों को मुआवजा मिले सालभर हुआ है, उन्हें मुआवजे की रकम के साथ 9 प्रतिशत की दर से ब्याज चुकाना होगा। जिन किसानों को मुआवजा लिए सालभर से अधिक हो चुका है, उनसे 15 प्रतिशत की दर से ब्याज लिया जाएगा। जो किसान जमीन वापस चाहते हैं, उन्हें मूलधन के साथ न्यूनतम 72 हजार का ब्याज तो देना ही पड़ेगा। ये रकम मामूली नहीं है। आधे से ज्यादा मुआवजे की रकम शौक और जरूरतों को पूरा करने में फूंक चुके हैं। उनके लिए जमीन वापस लेना असंभव ही है।



सवाल यह भी है कि यदि जमीन वापस लेने या न लेने का फैसला किसानों पर छोड़ दिया जाता है (जैसा कि अफसर दावा कर रहे हैं) तो सरकार यहां की जमीन का करेगी क्या? सरकारी खजाने में बूता होता तो सरकार पब्लिक प्राइवेट पार्टनरशिप (पीपीपी) मॉडल को ही क्यों लागू करती? वो खुद ही जमीन लेती और खुद विकास कराती। इस बवाल की नौबत भी न आती तब क्योंकि सरकार को टाउनशिप बसाने की क्या गरज पड़ी है?



मसला तो किसानों पर दर्ज मुकदमों का भी है। क्या ये वापस होंगे? सरकार इसका ऐलान कर चुकी है, फिर भी दुविधा बरकरार है। पेच है 'न्यायिक आयोग' से। एसएसपी दुहाई देते हैं कि जब तक न्यायिक आयोग जांच करेगा, वो कैसे दखल दे सकते हैं? जाहिर है, अभी बहुत कुछ बाकी है।



किसानों का उत्पीड़न कदापि नहीं होगा। सरकार को ब्याज समेत मुआवजा किसान लौटाएंगे तभी उन्हें जमीन मिलेगी। पैसा नहीं देंगे तो मुफ्त में जमीन कतई नहीं मिलेगी। जमीन का सरकार क्या करेगी, यह सरकार ही तय करेगी। अभी कुछ स्पष्ट नहीं

जमीन का अधिकार व खामियां

गैर-कृषि कार्य के लिए अधिग्रहीत की गई जमीन के लिए किसानों को दिए जाने वाले मुआवजे का मामला एक बार फिर चर्चा में है। इस बार यह मामला उत्तर प्रदेश में नोएडा-आगरा एक्सप्रेसवे का है। सड़क परियोजना और सहायक परियोजनाओं पर रकम झोंक चुकेनिवेशक घबराहट के साथ राज्य सरकार व किसानों के बीच चल रहे गतिरोध के नतीजे का इंतजार कर रहे हैं और कांग्रेस समेत विपक्षी राजनीतिक पार्टियां अशांत क्षेत्रों में मुद्दे को उभार रही हैं।



पश्चिम बंगाल के सिंगुर और लालगढ़ में हुई हिंसा की घटनाओं ने देश भर में किसानों की जागरूकता में इजाफा किया है। हिंसक विरोध के जरिए सिंगुर के जमीन मालिकों ने जमीन का हस्तांतरण रोक दिया था। लालगढ़ में विरोध के कारण अधिग्रहण रुक गया। किसानों की तथाकथित जीत के बाद सिंगुर के किसानों के पास जमीन नहीं बची और लालगढ़ के किसान भी मौद्रिक रूप से बेहतर स्थिति में नहीं हैं।



दूसरी ओर, नोएडा-आगरा एक्सप्रेसवे के लिए जमीन अधिग्रहण का विरोध करने वाले किसानों ने स्पष्ट तौर पर कहा है कि अगर उन्हें ज्यादा मुआवजा मिले तो वे अपनी जमीन त्याग सकते हैं। ऐसे में समाधान संभव है। संघर्षरत किसान उतना ही मुआवजा चाहते हैं जितने की राज्य के दूसरे हिस्से में किसानों के सामने पेशकश रखी गई है। राजनीतिक पार्टियों ने किसानों के मुद्दे उठाने और उनकी इच्छा के मुताबिक मुआवजा दिलाने का वादा किया है।



यदि वे कामयाब होते हैं तो यह निश्चित रूप से मौजूदा सरकार के लिए खराब होगा। या तो इससे सरकारी खजाने को अपूरणीय क्षति होगी या किसानों के बीच संदेश जाएगा कि अधिग्रहीत जमीन के बदले सरकार किसानों को सही कीमत नहीं देती। कुछ पार्टियों ने संकेत दिया है कि ऐसे अधिग्रहण के जरिए राज्य रकम बना रहा है क्योंकि इस जमीन को वह निजी डेवलपर्स को कई गुना ज्यादा कीमत पर हस्तांतरण करता है।



ये डेवलपर एक्सप्रेसवे के किनारे योजना के मुताबिक टाउनशिप का विकास करेंगे। चूंकि डेवलपर वह कीमत चुकाने को तैयार हैं तो इसका मतलब यह है कि उस जमीन की बाजार कीमत निश्चित रूप से ज्यादा है जो कि किसानों को मिल रही है, निश्चित तौर पर राज्य बुनियादी ढांचे के विकास के लिए रकम इकट्ठा कर रहा है, जिससे जमीन की कीमत में इजाफा होगा।



समस्या यह है कि जमीन अधिग्रहण की प्रक्रिया हमेशा से रहस्यमय रही है। कोई भी सरकार यह नहीं बताती कि इस जमीन का अधिग्रहण क्यों हो रहा है, दूसरी का क्यों नहीं। राजनेताओं व उनके परिजनों द्वारा स्थानांतरित जमीन में मालिकाना हक का वितरण किस तरह से हुआ, जमीन को विकसित करने की लागत क्या है और इस अधिग्रहण से राज्य को कुल मिलाकर क्या फायदा होगा।



दुर्भाग्य से, विभिन्न सरकारों ने लगातार नागरिकों के जमीन के अधिकार को कमजोर किया है और बुद्धिजीवियों की पीढ़ी ने इसे समर्थन दिया है। इसका मतलब यह है कि किसान जो चाहते हैं वह उन्हें सिर्फ हिंसक संघर्ष के जरिए ही मिल सकता है और इसमें कुछ किसान मारे भी जा सकते हैं।



चाहे पश्चिम बंगाल हो या उत्तर प्रदेश, या चाहे वामपंथी सरकार हो या जातिवादी सरकार, इसमें अद्भुत समानता है कि सरकारें किस तरह का व्यवहार करती हैं जब उन्हें नागरिकों के ऊपर बिना शर्त ताकत दे दी जाती है।

Tappal U.P, 20th Aug: A massive Kisan Panchayat (Farmers Meeting) led by BKU (Bhartiya Kisan Union) was held on the 20th in Tappal village (near Aligarh) in U.P. This was the culmination of the ongoing farmers protests in UP over unfair land acquisition by the government for the Jaypee industries destined for the Yamuna Expressway as well as the construction of a township and other private real estate development. The main and urgent demand of the farmers was to increase the rate of compensation from the originally stipulated Rs 470 Rs per square meter to 880 Rs per Sq meter which was the same rate given to farmers during the construction of Greater Noida near Delhi. More than 15,000 farmers attended the panchanyat and others arrived from across the country. The general secretary of the Congress Party Mr Rahul Gandhi also arrived at the meeting site and assured the farmers that the congress party was on the side of the farmers just struggle. Mr Digvijay Singh, the chief minister of M.P. also attended and assured the same.




Mr Tikait, as the leader of BKU has warned the government that "if the government continues to play the role of a "broker" or property dealer between private industries and farmers then they will have to face the retaliation and discontent of the farmers." He further urged the farmers and warned the government that " Unless farmers demands are taken into consideration, they will not let the Yamuna expressway work carry on in U.P". In the U.P case they had stipulated a price of around 450 per sq meter as compensation to the farmers while they were further going to sell off the land for about 6000 Rs per sq feet. The farmers clarified that they were not against land acquitted for highway construction and other public oriented reasons.However the forcible land grabbing at unjust rates will not be tolerated for the construction of farm houses, malls and other useless reasons or what the farmers call the colonization of the countryside. Furthermore there needs to be a permanent ban on the acquisition of fertile agricultural land for anything but agriculture. The government should stop trying to play mediator for the private industries and that too using violence and the state security forces.



Farmers contended that the latent Land Acquisition Bill first tabled in 2007 needs to be turned into a legislation that will represent the farmers interests. Farmers organizations and peoples movements need to be involved in the rewriting of this bill. The Aligarh protests that resulted in the death of 3 people is not an isolated case, already many land grabbing related violent protests have broken out in the past in Noida where 6 farmers died, then the brutal repression of peasants in Singur are just a few to mention. In order to tackle this problem and unfair grabbing of community lands there needs to be a comprehensive legislation across the nation and on which is formulated with ample involvement and participation of farmers, tribals and others whose land is being grabbed. A commission should also be set up that will ensure that the rights of India's people are not stepped over and their redresses are addressed in such cases. In its current form the Land acquisition bill facilitates giving over land to big corporations for mining, dams, SEZs.



Taking farmers land away from them is a serious crime against humanity. On the one hand it threatens the livelihoods and sustenance of people who depend on the land. On the other hand it condemns many to hunger and destitution. In a country where hunger and poverty are rising social disasters, using land for anything else but growing food and putting farmers at an existential insecurity is unethical and unacceptable to the farmers movements.

अलीगढ़: यमुना एक्सप्रेस वे के बराबर में जेपी ग्रुप की मॉडल टाउनशिप के लिए भूमि अधिग्रहण को लेकर धधक रही आंदोलन की आग उस समय और भड़क उठी जब वेस्ट यूपी और उत्तरांचल से हजारों की संख्या में टप्पल स्थित धरना स्थल पर पहुंचे किसानों ने एक सुर से यह हुंकार भरी कि वह जान दे देंगे लेकिन अपनी कीमती जमीन मिट्टी के मोल नहीं देंगे। मुजफ्फरनगर से टप्पल पहुंचे भाकियू के सर्वमान्य किसान नेता चौ. महेंन्द्र सिंह टिकैत ने भी आर-पार की लड़ाई का ऐलान करते हुए कहा कि किसानों की मांगें पूरी होने से पहले एक्सप्रेस वे पर कोई काम नहीं होने दिया जाएगा। मध्य प्रदेश के पूर्व मुख्यमंत्री दिग्विजय सिंह ने कहा कि किसानों को अपनी जमीन खुद बेचने का अधिकार मिलना चाहिए। यूपी कांग्रेस विधानमंडल दल के नेता प्रमोद तिवारी ने कहा कि यूपी की बसपा सरकार कमीशन एजेंट की तरह काम कर रही है, जिसे किसी भी कीमत पर बर्दाश्त नहीं किया जा सकता। इस तरह एक के बाद एक जो भी नेता मंच पर आया उसने मायावती सरकार और जेपी ग्रुप पर निशाना साधा। सुबह से ही धरना स्थल पर किसानों के पहुंचने का सिलसिला शुरू हो गया जो अनवरत दोपहर बाद तक चलता रहा। हजारों की संख्या में किसान बिना किसी बुलावे के धरना स्थल पर पहुंच रहे थे। हर कोई इस धरना सभा में अपनी भागीदारी सुनिश्चित करना चाहता था। कांग्रेस के पूर्व सांसद चौ. विजेन्द्र सिंह, एमएलसी विवेक बंसल पहले से ही वहां मौजूद थे। प्रात: लगभग 11 बजे धरना सभा की विधिवत शुरुआत ताहरपुर गांव के बुजुर्ग किसान रामचन्द्र की अध्यक्षता एवं सर्वदलीय किसान संघर्ष समिति के अध्यक्ष मनवीर सिंह तेवतिया के संचालन में हुई। मथुरा के विधायक प्रदीप माथुर, आगरा के छीतर सिंह, पूर्व मंत्री सरदार सिंह, इगलास के महेन्द्र सिंह, हाथरस के रतन सिंह व अलीगढ़ के अजब सिंह आदि ने यूपी की मायावती सरकार को हत्यारी सरकार की संज्ञा देते हुए उसे बर्खास्त करने की मांग की। इसी बीच कांग्रेस नेताओं का काफिला धरना स्थल पर पहुंचा। इसमें पूर्व मुख्यमंत्री दिग्विजय सिंह, प्रमोद तिवारी, मुजफ्फरनगर के सांसद हरेन्द्र मलिक, नसीब पठान आदि शामिल थे। इन सभी नेताओं ने किसानों को भरोसा दिलाया कि सोनिया गांधी एवं राहुल गांधी के निर्देश पर वह यहां आए हैं और किसानों को उनका हक दिला कर ही दम लेंगे। इन नेताओं के जाने के बाद चौ. महेंद्र सिंह टिकैत पचास गाडि़यों के काफिले के साथ वहां पहुंचे। उनके साथ राकेश टिकैत एवं चन्द्रपाल फौजी भी थे

किसानों को गुस्सा क्यों आता है!

नई दिल्ली [उमेश चतुर्वेदी]। सदियों से कृषि प्रधान देश के तौर पर जाने-जाते रहे देश की सबसे बड़ी विडंबना यही रही है कि जब वोटों की बात आती है तो पूरी की पूरी राजनीति किसानों और गरीबों के नाम पर की जाती है, लेकिन जब नीतिया बनाकर उसे लागू करने का वक्त आता है तो जनता के जरिए चुनी गई अपनी लोकतात्रिक सरकारें भी किसानों के हितों की अनदेखी करने लगती हैं।
प्रेमचंद के गोदान का किसान अपने साथ होने वाले अन्याय का प्रतिकार करने की बजाय इसे अपनी नियति स्वीकार करते हुए पूरी जिंदगी गुजार देता था, लेकिन आज का किसान बदल गया है। अब वह अपनी जमीन के लिए सरकारों तक से लोहा लेता है। कई बार अपना खून बहाने से भी नहीं चूकता। इसका ताजा उदाहरण अलीगढ़ में यमुना एक्सप्रेस-वे के खिलाफ हो रहा हिंसक आदोलन है, जिसमें चार किसानों को अपनी जान गंवानी पड़ी है।
उत्तर प्रदेश में यह पहला मौका नहीं है, जब किसानों ने अपना खून बहाया है। मुआवजे की माग को लेकर इसी साल ग्रेटर नोएडा में भी हिंसक प्रदर्शन हो चुका है। पश्चिम बंगाल के सिंगूर और नंदीग्राम में हिंसक विरोध के बाद यह पहला बड़ा किसान आदोलन है, जिसमें अपनी जमीन के लिए किसानों को अपना खून बहाना पड़ा है।
आखिर किसान इतना उग्र क्यों होता जा रहा है कि उसे खून बहाने से भी हिचक नहीं हो रही है? गंभीरता से ध्यान दिया जाए तो इसके पीछे दो वजहें नजर आती हैं। एक का रिश्ता खेती की पारंपरिक संस्कृति और पारिवारिक भरण-पोषण से है, वहीं दूसरी आज की व्यापार व व्यवसाय प्रधान उदार वैश्विक अर्थव्यवस्था है।
उदारीकृत अर्थव्यवस्था के चलते हमारे शासकों और नीति नियंताओं को विकास की राह सिर्फ व्यावसायिकता के ही जरिये नजर आ रही है। बड़े-बड़े स्पेशल इकोनामिक जोन [सेज] और माल बनाने के लिए जमीनों का अधिग्रहण सरकारों को सबसे आसान काम नजर आ रहा है। जमीनों का अधिग्रहण अति महानगरीय या नगरीय हो चुके दिल्ली-मुंबई जैसे शहरों के आसपास के गावों के किसानों को भले ही चेहरे पर मुस्कान लाने का सबब बनता है, लेकिन हमारे देश का आम किसान आज भी पारंपरिक तौर पर अपनी जमीन से ही प्यार करने वाली मानसिकता का है। उसे लगता है कि अधिग्रहण के बाद जब जमीन उसके हाथ से निकल जाएगी तो उसके सामने भूखे मरने की नौबत आ जाएगी।
वैसे भी नोएडा से अलीगढ़-हाथरस होते हुए आगरा तक के किसानों के पास औसतन एक हेक्टेयर जमीन ही है। इस जमीन के अधिग्रहण के बाद उन्हें भले की एकमुश्त रकम मिल जाए, लेकिन उन्हें पता है कि इतनी कम जमीन होने के बावजूद वे कम से कम भूखे नहीं मर सकते। कुछ यही सोच नंदीग्राम और सिंगूर के किसानों की भी रही है।
तीन साल पहले सेज के खिलाफ महाराष्ट्र के रायगढ़ के किसानों ने जनमत के जरिये प्रस्ताव पारित किया था तो उसके पीछे भी अपनी माटी से बिछुड़ने और अपनी रोजी-रोटी पर भावी संकट की आशका सबसे ज्यादा थी। रायगढ़ में खूनी संघर्ष भले ही नहीं हुआ, लेकिन सिंगूर और नंदीग्राम ने तो भारतीय इतिहास की धारा में नए ढंग से हस्तक्षेप ही कर दिया है, जिसकी आच आज तक महसूस की जा रही है।
यमुना एक्सप्रेस-वे का आदोलन भी कुछ उसी दिशा में जा रहा है। वैसे आज भी अंग्रेजों के बनाए भूमि अधिग्रहण कानून 1894 के ही चलते देशभर में भूमि अधिग्रहण किया जाता है। इसके साथ उसी दौर के 17 दूसरे कानूनों का भी इस सिलसिले में सरकारें इस्तेमाल करती हैं। ये कानून सरकारों को यह आजादी देते हैं कि वे जब चाहें, जैसे चाहें, जहा चाहें जमीन का अधिग्रहण कर सकती हैं।
ब्रिटिश हुकूमत के दौर में सरकार व्यापारियों की रक्षा के लिए इस कानून का इस्तेमाल करती थी और आज हमारी लोकतात्रिक सरकारें इसी कानून की आड़ लेकर कारपोरेट घरानों की लठैत बन गई हैं। इसके तहत सरकार के लिए सिर्फ दो अनिवार्य शर्त है। पहली शर्त भूमि अधिग्रहण से पहले उसे कम से कम दो अखबारों में इसकी सूचना देनी होगी और दूसरी जमीन से बेदखल हो रहे किसानों का पुनर्वास करना होगा, जिसमें जमीन का मूल्य, नई जगह विस्थापन आदि शामिल है।
सबसे बड़ा गड़बड़झाला यह होता है कि सरकारें एक निश्चित दर पर किसानों से जमीनों का अधिग्रहण कर लेती हैं, जो औना-पौना ही होता है। फिर उसे औद्योगिक घरानों और बिल्डरों को ऊंची कीमत या कई बार बाजार भाव पर बेच देती हैं। उत्तर प्रदेश में यमुना एक्सप्रेस-वे के लिए 1550 हेक्टेयर जमीन का अधिग्रहण किया जा रहा है। इसके तहत छह जिलों गौतमबुद्ध नगर, बुलंदशहर, अलीगढ़, महामाया नगर [हाथरस], मथुरा और आगरा के 1187 गावों को यमुना एक्सप्रेस-वे औद्योगिक विकास प्राधिकरण के तहत अधिसूचित किया गया है।
जाहिर है इन गावों की अधिग्रहीत की गई जमीन पर सिर्फ सड़क ही नहीं बनेगी, बल्कि उसके आसपास औद्योगिक केंद्र और कालोनिया भी बसाई जाएंगी। जाहिर है, इन गावों के हजारों लोग या तो विस्थापित होंगे या फिर खेती-बारी से महरूम हो जाएंगे, लेकिन बिडंबना देखिए कि इन गावों के विकास के लिए अभी तक मास्टर प्लान तक नहीं बनाया गया है। खुद इसकी तस्दीक मौजूदा विधानसभा में राज्य की मुख्यमंत्री मायावती ने की है। यहा मुआवजे की दर पहले 121 रुपये प्रति वर्गमीटर की दर से तय की गई और बाद में दबाव देखते हुए इसे 570 रुपये तक किया गया, लेकिन किसानों की माग है कि इसे नोएडा की तरह 880 रुपये प्रति वर्ग मीटर कर दिया जाए। इसी बिंदु पर जाकर मामला गड़बड़ हो गया है।
इन अधिग्रहणों का चाहे लाख विरोध किया जाए, लेकिन सबसे बड़ी बात यह है कि कानूनी तौर पर सरकारें इस विरोध को मानने के लिए बाध्य नहीं है। इस सिलसिले में ग्रामीण विकास मंत्रालय में सचिव रह चुके पूर्व अधिकारी केबी सक्सेना का कहना है कि किसानों के सामने सरकारी मनमानी को सहने और अपनी जमीन से बेदखल होने के अलावा दूसरा और कोई चारा नहीं बचता।
साफ है कि चाहे कितना भी खूनी विरोध क्यों न हो, सरकारी मनमानी के आगे किसान लाचार हैं। व्यापारी चाहे तो दबाव बनाकर किसानों की जमीनें हथिया सकता है और प्रोग्रेसिव होने के नाम पर सरकारें उनके हितों की रक्षा करती रहेंगी। इन अधिग्रहणों से एक और सवाल यह उठता है कि क्या हमारी भोजन की जरूरतें कम हो गई हैं।
आखिर जमीनों के लगातार अधिग्रहण के बाद हर साल बढ़ रही लगभग दो करोड़ की जनसंख्या को कैसे खिलाया जा सकेगा? जबकि औद्योगीकरण और बसावट के लिए खेती योग्य जमीन में 17 प्रतिशत की कमी आ गई है। उत्तर प्रदेश को ही लें, जहा कुल अनाज उत्पादन पिछले कई सालों से सिर्फ चार लाख टन पर ही अटका हुआ है, लेकिन जनसंख्या में बढ़ोतरी जारी है। दिलचस्प बात यह है कि भोजन की शर्त पर हो रहे इस विकास का विरोध सिवा शरद यादव के और कोई राजनेता करता भी नहीं दिख रहा है।
वैसे अधिग्रहणों पर हो रहे खूनी विवादों की तरफ ध्यान देते वक्त हमें एक नजर गुजरात की ओर भी उठाकर देखनी चाहिए। सिंगूर से टाटा को गुजरात जाना पड़ा और वहा अधिग्रहण को लेकर कोई विरोध नहीं हुआ। इसकी एक बड़ी वजह यह रही कि गुजरात में सरकार जमीन अधिग्रहण नहीं करती, बल्कि औद्योगिक घराने खुद ही जमीन तय करते हैं और सीधे किसानों से जमीन खरीदते हैं।
जाहिर है, इसके लिए उन्हें बाजार की दर से कीमत चुकानी पड़ती है, इसलिए विवाद की गुंजाइश कम हो जाती है। अधिग्रहण के पीछे जमीनों का उपजाऊपन भी विवाद की बड़ी वजह बनता है। यह भी तय है कि गुजरात की जमीन से कई गुना उत्तर प्रदेश की जमीन उपजाऊ है। जाहिर है, यहा किसानों की रोजी-रोटी का कहीं बड़ा आधार जमीन ही रही है। और अपनी उपजाऊ माटी को किसान आसानी से छोड़ना नहीं चाहता।
ऐसे में होना तो यही चाहिए कि किसानों के हितों को ध्यान में रखते हुए भूमि अधिग्रहण कानूनों में संशोधन किया जाए। ऐसा कानून संसद के बजट सत्र में राज्यसभा पारित भी कर चुकी है, लेकिन बेहतर होता कि सरकार इसे जल्द से जल्द लोकसभा से भी पारित करवाती ताकि किसानों की कीमत पर विकास की गाड़ी न दौड़ सके। यह हमारे विकास के लिए जितना जरूरी है, उतना ही सामाजिक सद्भाव के लिए।

Thousands of farmers converged at Tappal, the epicentre of their agitation against inadequate compensation for the Yamuna Expressway land, to listen to Bharatiya Kisan Union (BKU) chief Mahendra Singh Tikait Friday, but the ageing veteran's lacklustre speech failed to enthuse the crowds.

Tikait's name drew more than 15,000 farmers at the dharna site. Looking frail and weak, not merely because of ageing, but also on account of recent illness, Tikait arrived late and spoke for barely six minutes, urging farmers to continue their agitation until their demand was fulfilled.

'I am confident that the government will eventually concede your demand which is absolutely legitimate; stick to your guns and the victory will be yours,' he told the crowds.

Urging the farmers to remain united, he said, 'You must also not allow any construction activity to take place on any part of the Yamuna Expressway until your rightful compensation is paid to you.'

Reiterating the unanimous demand of farmers drawn from different areas in Aligarh, Mathura, Agra and Bulandshahr, he declared, 'I see no reason why the state government will not give you the compensation that it has given to your counterparts in Noida and Greater Noida.'

Tikait's son, Rajesh chose not to address the gathering.

Earlier in the day, Congressmen, led by former Madhya Pradesh chief minister and All India Congress Committee (AICC) general secretary Digvijay Singh, visited the site of the 'dharna' at Tappal to reassure farmers of the party's full support.

'I am going to speak to the prime minister and we hope to find a permanent solution to the issue of adequate compensation for land acquired for public purposes,' Singh told the gathering.

TAPPAL (ALIGARH): After their protest lost the fizz, farmers in Aligarh are now reorganising themselves under the leadership of the Bhartiya Kisan Union (BKU).

BKU president Mahendra Singh Tikait will visit Tappal on August 20 along with his supporters. He is expected to announce formation of a Kisan Sangharsh Samiti (KSS) comprising farmer representatives from all the districts -- Agra, Mathura and Aligarh -- affected by Yamuna Expressway and associated townships -- to launch a joint struggle for compensation at par with what has been paid to farmers in Noida and Greater Noida.

"Tikait saheb (Mahendra Singh Tikait) will visit Meerut and Agra on August 19 and will reach Tappal on August 20," Rakesh Tikait, son of BKU president, told TOI on telephone. He said BKU will bring farmers of all the affected regions under one umbrella for a combined struggle. "Since Tikait saheb is not keeping well, he will leave after addressing the farmers and then KSS will decide the future course of action," he added.

Meanwhile, the BKU leaders moved swiftly in Aligarh and took charge of the agitation in Tappal on Wednesday after the unceremonious exit of farmer leader Ram Babu Katelia. They also formed a 61-member committee comprising farmers from the villages affected by the expressway project. Besides seeking high compensation for the acquired land, farmers also demanding action against police personnel who fired at farmers on August 14.

"BKU will bring 100 buses full of farmers from all over the state to Aligarh for a massive demonstration," announced BKU national general secretary Rajpal Sharma, while addressing farmers at Tappal. BKU Aligarh divisional president Chaudhary Ajab Singh said the government wants us to divide on caste, communal and political lines but KSS will be a apolitical body and work on the basis of consensus and not depend on any individual.

However, the number of farmers at the demonstration site in Tappal dwindled on Wednesday. Only about 200 people were seen on the spot and they too looked dejected. Majority cursed Katelia for `sabotaging' the movement. Katelia was leading the agitation and was arrested on August 14. That led to largescale violence in which three persons were killed in police firing. While in custody, he reached an agreement with the government. According to the agreement, the compensation was increased to Rs 5.70 lakh per bigha from Rs 4.49 lakh. Further, the farmers would not be forced to part with their land. Farmers, however, rejected the agreement and forced Katelia to leave.

Surendra Singh Baliyan, a local farmer leader, claimed: "In Jewar, the compensation given to the farmers for the land acquired is Rs 8.80 lakh per bigha, in Noida Rs 9.30 lakh per bigha and in Greater Noida Rs 9.80 lakh per bigha, whereas here we have been offered Rs 5.70 lakh per bigha. The discrimination is being done despite the land here being more fertile."

Shyam, another farmer, said: "Like in Haryana, the UP government should also enact a law which makes the compensation rate equal all over the state with a provision that the company benefiting from the acquisition will pay a certain monthly amount to the farmer as his share for 15 years." Surja Devi from Jahangarh village supported the idea. "If you will give money in one instalment, the men here will spend it on drinking and gambling," she said.

Anil Kumar, pradhan of Virja Nagla village, hailing from jatav community (dalit), claimed that contrary to media reports there was no division on caste or communal lines on the issue of compensation. "The 14-year-old boy Prashant who died in police firing on August 14 was a brahmin, 12-year-old Mohit who fell to police bullet was a jatav and the third victim, 25-year-old Dharmendra, was a jat. We all have made sacrifices for the land which is our mother," he said.

However, politics was in play despite farmers' attempt to keep their agitation apolitical. Virendra Singh, former Aligarh MP, hailing from Congress party, spoke on how "deeply concerned were Soniaji and Rahulji over atrocities on UP farmers." Shemsher Singh Surgewal, a leader of Congress party's subsidiary Bhartiya Kisan Congress, came from Haryana to pledge his organisation's support to the agitation. Congress leader from Nagpur, Avenesh Kakar, exhorted farmers to take to streets and stall work in cities. "The government and the rich will react only when you will hit their city life," he said.

Present position

* 11 villages affected by Yamuna Expressway in Aligarh. 171 hectares of land was acquired for the under-construction expressway. The compensation was between Rs 3.36 and Rs 4.16 lakh per bigha.

* Now, 50 metres of land on both sides of the expressway is being taken to construct the support base. The total land being acquired for this purpose comes is around 171 hectares.

* Farmers who have given their land on which construction is underway are the worst hit as they have already taken the money and now cannot get their land back even if they repay.

* 512 hectares of land is being acquired for construction of township. This is affecting six villages. Further, 48 hectares of land will be required for the construction of `inter-change lane'.

* As per farmers' estimate, they will get Rs 22 lakh as compensation for five bigha land at the current rate, whereas after construction of township, the company will reap a profit of Rs 6.20 crore.

* Crops sown in Aligarh include kharif, paddy, sugarcane, potato, wheat, pulses, bajra among others. West UP farmers are comparatively better off in comparison to those in east UP.

Minister Jaiveer Singh is also MLA from Barauli in Aligarh. Former chief minister Kalyan Singh's daughter-in-law Premvati is MLA from another Aligarh assembly constituency -- Atrauli.

Kalyan visits Tappal:

Former chief minister Kalyan Singh has demanded a CBI inquiry into the police firing on the agitating farmers in Tappal on August 14. Addressing farmers at the demonstration site in Tappal on Wednesday, he said the CBI should also probe under which circumstances the state government decided to construct the Yamuna Expressway and the Ganga Expressway. "The two projects are environment hazards and have been allotted to same group of business house," he claimed. Singh, who arrived in a cavalcade of over a dozen SUVs, said the expressway is only for the `badi gadi wale dhani' (rich who travel on expensive four-wheelers) and not for `kisan ki bail gadi' (farmers' bullock-cart). The township is also for the rich. He demanded amendment in the Land Acquisition Act. He also demanded a compensation of Rs 20 lakh who died in the police firing, Rs 10 lakh for seriously injured and Rs 5 lakh for injured. He cautioned farmers to remain alert. "Those in power have taken heavy commission from the company constructing the expressway, hence the former will try every trick to cheat the farmers," he said.

No action against SO; farmers irked:

The man in the centre of the controversy, station officer Tappal, Udai Veer Malik, continues in office despite farmers blaming him for ordering fire at them on Saturday. While top officials of the district including the DM and SSP have been transferred, Malik continues on his post. Neither any senior official nor Malik was available for comment.

Muzaffarnagar, Aug 19 (PTI) In a move to extend its support to the farmers protesting over hike in compensation for land acquired for a township along Taj Expressway, Bhartiya Kisan Union will take out a march from Sisauli to Tappal tomorrow. "The march will be led by party president Mahendra Singh Tikait. Later a panchayat will be organised at Tappal. We will decide about the future course of action in the panchayat only," BKU spokesman Rakesh Tikait told reporters yesterday. Meanwhile, the BKU activists have been asked to reach Sisauli here in the district after which Tikait alongwith his supporters would leave for Tappal in Aligarh. The farmers of the area have been on a path of agitation demanding higher compensation rate for the land acquired for a township project by a leading real estate group along the Delhi-Agra Taj Expressway.

Researchers in the US have found new evidence that genetically modified crop plants can survive and thrive in the wild, possibly for decades.

A University of Arkansas team surveyed countryside in North Dakota for canola. Transgenes were present in 80% of the wild canola plants they found. They suggest GM traits may help the plants survive weedkillers in the wild.

"We found herbicide resistant canola in roadsides, waste places, ball parks, grocery stores, gas stations and cemeteries," scientists related in their Ecological Society presentation.

The majority of canola grown in North Dakota has been genetically modified to make it resistant to proprietary herbicides, with Monsanto's RoundUp Ready and Bayer's LibertyLink the favoured varieties. These accounted for most of the plants found in the wild.

Two of the plants analysed contained both transgenes, indicating that they had cross-pollinated.

** This is thought to be the first time that communities of GM plants have been identified growing in the wild in the US.

What surprised the Arkansas team was how ubiquitous the GM varieties were in the wild. "We found the highest densities of plants near agricultural fields and along major freeways," Professor Sagers told BBC News. "But we were also finding plants in the middle of nowhere - and there's a lot of nowhere in North Dakota."

फतेहपुर। भारतीय किसान यूनियन ने महंगाई के विरोध में स्वर मुखर किया। बुधवार को नहर कालोनी परिसर में हुए किसानों की पंचायत में नहरों में पानी और बिजली कटौती को लेकर विस्तार से चर्चा हुई।

पंचायत के बाद जिलाधिकारी को 20 सूत्रीय ज्ञापन देकर समस्याओं का निराकरण कराने की मांग की गई। पंचायत में अभी तक पर्याप्त बरसात न होने से उत्पन्न हो रहे सूखे की स्थिति पर गंभीरता से चर्चा की गई। बाद में नहरों में टेल तक पानी और किसानों को बिजली आपूर्ति देने की मांग की गई। पंचायत की अध्यक्षता करते हुए भाकियू जिलाध्यक्ष राजकुमार सिंह गौतम ने कहा कि किसान हितों की रक्षा के लिए अतिशीघ्र आंदोलन छेड़ा जाएगा। पंचायत के बाद सभी किसानों ने जिलाधिकारी को ज्ञापन देकर समस्या का निराकरण कराने की मांग की।

ज्ञापन में फसलों का किसानों को लाभकारी मूल्य देने, पेट्रोलियम पदार्थों की बढ़ी कीमत वापस लेने, उर्वरकों की सब्सिडी सीधे किसानों को देने, जमीन अधिग्रहण होने पर किसानों को बाजारी मूल्य का भुगतान करने, गन्ना किसानों का बकाया ब्याज सहित भुगतान करने की मांग की गई। इसके अलावा किसानों को 14 घंटे बिजली देने, किसानों को विश्व व्यापार संगठन से बाहर रखने, कृषि बीमा योजना में किसानों को इकाई मानने, जंगली जानवरों से छुटकारा दिलाने आदि की मांग की गई है। इनके अलावा ज्ञापन में स्थानीय समस्याओं का भी उल्लेख किया गया है।

इनमें इलाहाबाद और कानपुर के बीच इंटर सिटी ट्रेन चलाने, खागा रेलवे क्रासिंग पर पुल का निर्माण कराने, किशनपुर रोड पर टूटा नदी के पुल का निर्माण कराने, किशनपुर पावर हाउस को सीधे खागा पावर हाउस से जोड़ने की मांग की गई है। इस मौके पर देवनारायण सिंह पटेल, ज्ञान सिंह, राजेंद्र सिंह, राजेंद्र द्विवेदी, दीपक गुप्ता, देवीदीन सिंह, राकेश पांडेय आदि मौजूद थे।

लखनऊ। 63 सूत्रीय मांगों को लेकर भाकियू के हजारों कार्यकर्ता बुधवार को कलेक्ट्रेट पर धरना देने पहुंचे। काफी मान-मनौव्वल व 29 जुलाई को अधिकारियों से वार्ता के आश्वासन के बाद कार्यकर्ताओं ने प्रदर्शन समाप्त कर दिया। भाकियू के मोहनलालगंज, गोसाईगंज, चिनहट, बीकेटी समेत कई गांवों के डेढ़ हजार से अधिक कार्यकर्ता व पदाधिकारी मंडलायुक्त कार्यालय से कलेक्ट्रेट पहुंचे। पदाधिकारी डीएम से बातचीत की मांग पर अड़ गए। भाकियू जिला अध्यक्ष हरिनाम सिंह ने बताया किसान 63 सूत्रीय मांगपत्र पर बात करने को कह रहे थे। घंटों तक आला अफसरों से वार्ता के बाद प्रदर्शनकारियों ने 29 जुलाई को डीएम से वार्ता के आश्वासन पर प्रदर्शन समाप्त किया।

बागपत। कार्यकर्ताओं का गुस्सा देख एडीएम ने संबंधित अधिकारियों को तुरंत कलेक्ट्रेट पर तलब कर लिया। दोनो पक्षों में वार्ता हुई, जिसमें किसान नेता अफसरों पर भारी पड़े। उन्होंने एक के बाद एक समस्या बता अधिकारियों पर एक के बाद एक सवाल दागे और उन्हें खूब खरी-खोटी सुनाई।

खेकड़ा के यशपाल सिंह ने कहा कि उसकी फसल खाद न मिलने से सूख रही है। वे ब्लैक में खाद लेने को मजबूर हैं। पहले सोसायटी पर बीज, चीनी, खाद मिलता था, लेकिन अब यह सोसायटी नाम की रह गई हैं।

भाकियू नेता राजेंद्र सिंह और उपेंद्र ने कहा कि तीन दिन से किशनपुर बराल बिजलीघर में पानी भरा है। लोगों को बिजली नहीं मिल रही, लेकिन पावर अफसर चुप बैठे हैं। किसानों के खेत सिंचाई के अभाव में सूख रहे हैं। उन्होंने नहर विभाग के अधिकारियों पर घपलेबाजी के आरोप भी लगाए। राजपाल सिंह, चमन शर्मा आदि ने कहा कि जिले में उद्यान विभाग नाम का रह गया है। किसानों को सरकारी योजनाओं तक की जानकारी नहीं दी जाती। कुछ किसानों ने कृषि अधिकारियों पर सवाल दागा कि साहब तुम्हारा विभाग तो कृषि यंत्रों पर छूट देता है, लेकिन यह यंत्र तो बाजार से भी महंगे हैं। एरो बाजार में 2700 रुपये में मिलता है, जबकि विभाग इसे 3700 रुपये में दे रहा है। उन्होंने कहा कि उद्यान विभाग में एजेंट सक्रिय हैं।

बिजली-पानी, बीज-खाद की किल्लत से फूटा गुस्सा

प्रमुख मांगें

1. सहकारी समितियों पर डीएपी, जिक सल्फेट उपलब्ध हों।

2. नहरों में टेल तक पानी, हरेक गांव में किसान गोष्ठी हो।

3. खराब नलकूप ठीक कराएं और नए लगवाएं, रोस्ट से नहरों में पानी।

4. मलकपुर मिल से जल्द गन्ना भुगतान कराया जाए।

5. बागपत में ट्रांसफार्मर वर्कशॉप बनवाया जाए।

6. जिले में अवैध कमेला बंद हो।

7. बागपत और देहात के लिए 10 एमवीए का नया ट्रांसफार्मर लगे।

8. बढ़ी हुई विद्युत दरें वापस लें।

बागपत और रमाला मिलों की एजीएम की बैठक हो।

गेहूं का समर्थन मूल्य 1500 ओर गन्ना 300 रुपये कुंतल हो।

बागपत। बिजली, पानी, बीज और खाद की दिक्कतों को लेकर बुधवार को भाकियू ने कलेक्ट्रेट का घेराव किया। उन्होंने संबंधित अफसरों को मौके पर बुलाने के लिए आधे घंटे का अल्टीमेटम दिया। आनन-फानन में सभी महकमे के अफसर बुलाए गए, घंटो वार्ता चली और आश्वासन दिए गए। भाकियू नेताओं ने 15 दिन में मांगे पूरा न होने पर सड़कों पर उतरने की चेतावनी दी।

भाकियू जिलाध्यक्ष प्रताप गुर्जर के नेतृत्व में जिले भर से आए सैकड़ों भाकियू कार्यकर्ता सुबह 10 बजे ही कलेक्ट्रेट के धरना स्थल पर पहुंच गए। इसके बाद नारेबाजी करते हुए डीएम कक्ष के सामने जाकर बैठ गए और पंचायत शुरू कर दी। भकियू जिलाध्यक्ष प्रताप गुर्जर, उपेंद्र सिंह, चमनलाल, नरेंद्र राणा आदि कई नेताओं ने पंचायत में कहा कि कई महीनों से किसान अपनी समस्याओं को लेकर धरना दे रहे हैं, अफसरों से गुहार लगा रहे हैं, लेकिन अफसर सुनने को तैयार नहीं है। किसान धरना-प्रदर्शन कर रहे हैं, लेकिन कोई सुनवाई नहीं हो रही है। उन्होंने घोषणा कर दी कि जब तक गांव में बिजली ठीक नहीं मिलेगी, छापामार टीम को घुसने नहीं देंगे।

नहरों में पानी आने और समितियों पर खाद-यूरिया का इंतजाम करने को भी एक सप्ताह का समय दिया और साफ कह दिया कि यदि उनकी शिकायतों पर सुनवाई नहीं हुई तो वह बड़ा कदम उठाएंगे।

यहां पहुंचे एडीएम रामवतार से इन्होंने इन समस्याओं पर बात करने को और संबंधित अधिकारियों को बुलाने की मांग की।

इसके लिए आधा घंटे का टाइम दिया गया और कह दिया कि यदि आधे घंटे में अधिकारी नहीं पहुंचे तो किसान दिल्ली हाईवे जाम कर देंगे, यह सुनकर अफसरों के पसीने छूटने लगे। सभी अफसरों को सूचना देकर बुलाया गया, एडीएम से वार्ता को कक्ष में सभी घुसने लगे, तो सीओ ने उन्हें रोक दिया। उसका कहना था कि उनका प्रतिनिधिमंडल अंदर जाकर बात कर ले।

इसे लेकर कार्यकर्ताओं की सीओ से कहासुनी हुई। बाद में अधिकांश किसान अंदर चले गए, जिसके बाद एडीएम की मध्यस्थता में दोनो पक्षों में घंटो तक वार्ता चली, अफसरों के आश्वासन देने के बाद ही कार्यकर्ता अपना ज्ञापन देकर लौटे।

एक दिन गांव में रहकर देखो अफसर जी

भकियू नेता प्रताप गुर्जर का कहना था कि ये अफसर प्यार की भाषा न जानते, ये तो कड़वी भाषा जाने हैं। यह अफसर तो एसी चलाकर उनमें चैन से सोवें हैं, और किसान और आम जनता बिना बिजली के रात भर जागे हैं। अफसर एक दिन गांव में रात काटकर तो देखें सब पता चल जावेगा।

छावनी बना दिया कलक्ट्रेट

प्रदर्शन को देख पुलिस प्रशासन ने कलक्ट्रेट को छावनी बना दिया था। भारी पुलिस बल यहां तैनात कर दिया गया। जैसे ही भाकियू नेताओं ने आधे घंटे में अफसरों के ना आने की घोषणा की यहां पर पुलिस बल बढ़ा दिया गया।

जल्द दूर हो जाएगी समस्या

कृषि उपनिदेशक वीरेंद्र सिंह ने बताया कि इस बार धान के बीज की सप्लाई लेट होने की वजह से यह समय से किसानों को नहीं मिल सके थे। उन्होंने माना कि विदेश से डीएपी की सप्लाई लेट आई थी। जल्द ही तीन हजार एनएपी बागपत में आ जाएगी ओर दिक्कत नहीं रहेगी। इसी तरह सभी अधिकारियों ने किसानों की शिकायतों पर जानकारी देकर उन्हें संतुष्ट किया।
